About this file
This document is a Single Source Justification under the Simplified Acquisition Threshold for a Lift Station Replacement project at the DeSoto National Wildlife Refuge in Iowa. The refuge has an outdated and deteriorating lift station that requires urgent replacement, as the current system is prone to frequent failures and poses a potential environmental hazard. Due to the urgency and limited lead time for some required components, the agency determined that a sole source procurement from a nearby contractor with relevant experience was the most advantageous approach for the government. The contractor's $89,329.84 quote was found to be fair and reasonable. The contract was awarded on 2024-09-24 under solicitation number 140FC224P0102 to an unknown vendor.

| Text3: Other sources were not explored due to the urgency of the requirement. | |
| Text2: At least two quotes were obtained when the requirement was in the initial stages of planning (repair vs replacement). Both quotes are from contractors who have visited the site and have satisfactorily completed requirements for the refuge. There is a lead time for some of the components needed for the replacement; therefore, this purchase cannot be delayed further to allow for sources sought notice or a formal solicitation. | |
| Text1: The DeSoto National Wildlife Refuge (NWR) in Iowa has an outdated lift station that needs urgent replacement. The current lift station is a Smith & Loveless located at the south end of the visitor’s center and is original to the building (1981). Initially, the refuge considered repairs instead of full replacement; however, one pump is no longer working and multiple areas are severely corroded. Therefore, a full replacement would be more advantageous. All sewage and wastewater from the visitor center is pumped into this station which is then pumped to the sewage lagoon. The condition of the lift station is quickly deteriorating, it shuts down and requires manual resetting multiple times during the day. The staff must monitor and reset quickly; otherwise, the sewage can leak out the top of the lift station and impact the water of DeSoto Lake or back up the pipes and flood the visitor center. | |
| Text4: The refuge received guidance on urgent purchases and the acquisition process to try to intervene as early as possible in future requirements. Due to the quick decay of the current system and potential health hazard, it's more advantageous to the Government to proceed with a sole source purchase for this repair. | |
| Text6: The award of $89,329.84 was determined fair and reasonable based on comparison of quotes available. H-T-M Sales offered the most competitive quote and provided a full breakdown for analysis. | |
