About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT).
The acquisition involves purchasing one VAKI Micro Splithead digital camera/counter head and one VAKI-specified PC to replace obsolete hardware in the existing fish-counting system at Eagle Creek National Fish Hatchery. Market research confirmed that replacement components must be OEM due to proprietary firmware and software; no alternate manufacturers produce compatible camera heads or system PCs, and no equivalent products integrate with existing VAKI systems. VAKI/Biomark is the original equipment manufacturer and sole provider of compatible hardware, firmware, and service. No other vendors produce compatible components, and non-OEM parts cannot interface with the system. Barriers to competition include proprietary optical components, firmware locked to OEM hardware, and the system requirement for OEM-certified installation, configuration, and support. Fair and reasonable pricing will be evaluated against prior VAKI acquisitions, commercial price lists, and historical costs for similar OEM upgrades. The justification was certified by Program/Project Officer Jeremiah Civil on March 3, 2026, and approved by Contracting Officer Solmaz Salih on April 2, 2026, authorizing sole source acquisition procedures under FAR Part 13.

| Text3: No other vendors produce components compatible with VAKI’s proprietary hardware, firmware, or software. Non‑OEM parts cannot interface with the system and would void support. No other sources expressed capability or interest. | |
| Text2: Confirmed through VAKI/Biomark that replacement components must be OEM due to proprietary firmware and software. No alternate manufacturers produce compatible camera heads or system PCs. General market review found no equivalent products that integrate with existing VAKI systems. | |
| Text1: Purchase one VAKI Micro Splithead digital camera/counter head and one VAKI‑specified PC to replace obsolete hardware in the existing fish‑counting system. Current components are no longer supported and must be upgraded to maintain accurate enumeration at Eagle Creek NFH. | |
| Text4: Proprietary optical components; firmware locked to OEM hardware; system requires OEM‑certified installation, configuration, and support. These factors prevent competition for the required replacement equipment. | |
| Text6: Pricing will be evaluated against prior VAKI acquisitions, commercial price lists, and historical costs for similar OEM upgrades. Based on these comparisons, costs are expected to be fair and reasonable for proprietary, single‑source hardware. | |
