About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service seeks to procure an Altum PT multispectral camera package from Drone Amplified for use by the Divisions of Realty, Infrastructure Management, and Natural Resources and Conservation Planning (DNRCP) to conduct regional-scope monitoring on FWS lands. The equipment will be utilized by trained Division staff to collect imagery data at priority sites using DNRCP's existing FreeFly Alta X heavy lift UAS. Market research was conducted through internal analysis and consultation with other agencies, evaluating multiple sensors and product options based on available budget, transferability of data, product support, software support, agency feedback, quality of data, and professional recommendations. Alternative capable sources were rejected: Rock Robotic was eliminated due to non-comparable data quality, country of origin concerns, and non-NDAA compliance; RESIPI/OUSTER was rejected for failing to meet technical specifications and offering a convoluted software package. The selected vendor, Drone Amplified (EIN: 82-3101494, DUNS: 07-999-0767, UEI: WNCJRXEDXB16), was chosen following a multi-month process of meetings and product reviews/showcases based on adaptability, software suite, product support, price, accuracy, and weight. Fair and reasonable cost was determined through receipt of quotes on similar or exact suite of items. The Program/Project Officer Nathan Bush certified the justification on January 8, 2026, and Contracting Officer Solmaz Salih approved the sole source acquisition procedures under FAR Part 13 on January 21, 2026.
