About this file

This document is a Single Source Justification for the procurement of wildlife deterrence services for a tundra lake spill incident in Alaska. The purpose of the procurement is to reduce the impacts to threatened and endangered species, marine mammals, and migratory birds during the unknown spill of unknown materials. Based on market research, the only qualified providers identified were Alaska Clean Seas and International Bird Rescue, with International Bird Rescue being the only one able to respond in the required timeframe. The contract was awarded to International Bird Rescue under Solicitation Number 140FS124P0180 for an unknown amount. The pricing was determined to be fair and reasonable based on a comparison to Alaska Clean Seas' hourly rates.

Text3: Alaska Clean Seas and International Bird Rescue have the only known qualified personnel to conduct the wildlife deterrence necessary at this location trained to work with our incident management team. Alaska Clean seas could not provide a bid for this urgent requirement and only IBR responded to the urgent service.
Text2: A dynamic Small business search under 813312 Environment, Conservation and Wildlife Organizations was ran for the county of the remote location and no vendors were found. Alaska Clean Seas and International Bird Rescue have the only qualified personnel to conduct the wildlife deterrence necessary at this location. Alaska Clean seas could not provide a bid for this urgent requirement and only IBR responded to the urgent service.
Text1: A spill of unknown petroleum product was identified on a tundra lake that drains into Avak Creek. The spill was reported to the Alaska Department of Environmental Conservation (ADEC) o. Ukpeaġvik Iñupiat Corporation (UIC) has been managing the response as the potential landowners. ADEC made a notification to the National Response Center. The discharge has been reported as various products, from hydraulic oil to diesel, in the lake's surface ice to depths up to 22 inches below the ice and surfacing on the ice as snow melts. No source has been identified but a sample were collected. There are several listed threatened Endangered Species within range of the spill area including Steller’s eiders, spectacled eiders, and polar bear as well as a designated critical habitat (denning) for polar bears. The purpose of this project is to reduce the impacts to species and critical habitats listed under the Endangered Species Act (ESA), marine mammals protected under the Marine Mammal Protection Act, and migratory birds protected under the Migratory Bird Treaty Act, during the unknown spill of unknown materials in a tundra lake adjacent to Avak Creek.
Text4: In the U.S., the Oil Pollution Act (OPA) 90 mandates wildlife response during oil spills and a successful response requires professional, trained wildlife responders work within an incident management team using a contingency plan based on real world experience. Given the urgent response time only International Bird Rescue was capable of providing the response time needed with the right professionally trained responders capable of working with our incident management team.
Text6: Prices were compared to Alaska Clean Seas Hourly Rates and found to be reasonable based on the anticipated hours required to complete this work. Therefore the price have been found fair and reasonable.
