About this file

This is a Single Source Justification form (FWS Form 3-0034) for the U.S. Fish and Wildlife Service (USFWS) Joint Administrative Operations Acquisitions Operations office for a purchase under the Simplified Acquisition Threshold (SAT).

The Carterville Fish and Wildlife Conservation Office (FWCO) is procuring hydroacoustic data analysis software to support a unified stock assessment program for invasive carp in the Upper Mississippi and Ohio rivers. The software will process data collected via mobile hydroacoustic surveys using transducers and echosounders manufactured by BioSonics. The Echoview software package has been selected as the industry-standard solution for hydroacoustic data analysis among global fisheries biologists. Extensive market research identified no alternative sources capable of meeting the specific technical requirements. The justification for sole source procurement is based on: (1) the specialized nature of hydroacoustic technology and equipment compatibility with existing USFWS infrastructure; (2) the absence of interchangeable products from other manufacturers; (3) continuity and data comparability requirements across multiple FWCOs and USGS partners currently using Echoview; and (4) existing data processing codes and scripts already developed by USFWS fish biologists specifically for Echoview analysis. Fair and reasonable pricing is established through comparison with previous similar awards. The Program/Project Officer (Michael Thomas) and Contracting Officer (Melissa Niemi) both certified approval of the sole source acquisition procedures under FAR Part 13 on July 29, 2026.

1. Description of Need

3. Other Capable Sources

2. Market Research Conducted

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Based on the above justification, I hereby certify and approve the use of sole source acquisition procedures under FAR Part 13 for this purchase.

Contracting Officer

Text3: No other software packages could be found that would meet the needs of this assessment program and analyzing the fisheries data.
Text2: Extensive research was conducted to find other potential sources that would provide a similar hydroacoustic data analysis software. No sources were found that could provide the specific requirements that are necessary for this assessment program.
Text1: The Carterville FWCO is moving toward a unified stock assessment program for invasive carp in the Upper Mississippi and Ohio rivers. A key part of this stock assessment program includes mobile hydroacoustic surveys to estimate relative abundance, size distribution, spatial distribution, and biomass of the inasive carp population. Hydroacoustic data will be collected with transducers and echosounders made by BioSonics, and the analysis of collected data will require the use of specialty software. The Echoview software package has been widely adopted as the global industry standard by fisheries biologists, making it the most widely used hydroacoustic data processing software on the market.
Text4: An essential part of the USFWS unified assessment program is the continuity and comparability of the data collected among the Fish & Wildlife Conservation Offices (FWCO) and across river basins. Currently, all other USFWS FWCOs in the region, and our partners at USGS that are collecting and analyzing hydroacoustic data, are using the Echoview software package. Additionally, many data processing codes and scripts have already been specifically developed by USFWS fish biologists for analyzing invasive carp data using the Echoview software, making it the most appropriate selection for the Carterville FWCO.
Text6: Price is determined to be fair and reasonable based on previous similar awards.

Text5: Due to the nature of the hydroacoustic technology and the equipment being utilized by our office, and many other FWCOs, there are no other companies capable of providing this product or a similar interchangeable product. Use of other brands of equipment would be incompatible with our existing equipment and workflows.
