About this file
This document is a Single Source Justification memorandum issued by the Bureau of Land Management, Oregon State Office, to approve the solicitation of a single source procurement for pest control services in the Prineville District.
The government requires pest control services with an estimated value of $5,160.00. The procurement is being conducted under FAR 13.106(b), Soliciting from a Single Source, due to the upcoming end of the current contract on September 30, 2024, and the inability to award a follow-on contract before the Department of the Interior's fiscal year-end financial system shutdown. As a result, the contracting officer is approving a 6-month extension of the existing contract, 140L0619P0087, to ensure continuity of services. The extension will be priced at the same rate as Option Year 4 of the existing contract. The follow-on contract will be competed.

Memorandum
To: Contract File
From: Matthew Duane, Contracting Officer
Subject: Single Source Documentation
In accordance with FAR subpart 13.106-1, this memorandum justifies soliciting a single source procurement herein.
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY.
Bureau of Land Management, Oregon State Office, Branch of Procurement Management, P.O. Box 2965, Portland, OR 97208.
2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED.
Modification to firm-fixed price commercial services purchase order 140L0619P0087.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
(INCLUDING THE ESTIMATED VALUE).
The Government requires pest control services in the Prineville District.
The estimated value of this acquisition is $5,160.00.
4. AUTHORITY AND SUPPORTING RATIONALE.
The authority permitting the single source consideration is FAR 13.106(b), Soliciting from a single source.
140L4324P0115 was awarded as the follow-on contract to 140L0619P0087. After award, an Agency Level Protest was filed, leading to the termination of the contract.
The follow-on effort will need to be re-solicited, with changes required to the statement of work.
The BLM requires continuity of pest control services.
The period of performance end date for 140L0619P0087 is 9/30/2024.
Due to the upcoming end of fiscal year Department of the Interior financial system shut down, there is little confidence the follow-on effort can be awarded in time. The Prineville District has requested a six-month extension to 140L0619P0087.
FAR Clause 52.217-8, Option to Extend Services, was not included in contract 140L0619P0087. Therefore, extending the purchase order past 9/30/2024 is not within the scope of the award.
5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE
BEST VALUE.
Pricing for the six-month extension will be at the same rate as Option Year 4.
Based on the documentation herein, it is determined that the modification represents the best value.
6. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS OR A STATEMENT
OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research indicates that the follow-on contract can be satisfied by small businesses.
7. ANY OTHER FACTS SUPPORTING JUSTIFICATION.
None.
8. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERIVCES IS MADE.
The follow-on contract will be competed.
CONTRACTING OFFICER CERTIFICATION
I certify that this justification is accurate and complete to the best of my knowledge and belief. I determine the circumstances of the contract action deem only one source reasonably available.
