About this file

This is a Single Source Justification (Under SAT) form completed by the U.S. Fish and Wildlife Service for a purchase below the Simplified Acquisition Threshold (SAT).

The acquisition involves Trijicon RMR HD red dot pistol optics for use with newly issued Glock 19 MOS Gen 5 pistols with Streamlight TLR-7X weapon lights. These pistols will be authorized under USFWS OLE Chief's Directive CD-B. Trijicon is identified as the sole manufacturer of the Trijicon RMR HD red dot optic, which is currently utilized by the Refuge Law Enforcement division and adopted by other federal law enforcement agencies due to its performance and dependability. Market research was conducted through multiple vendors and GSA Advantage, revealing that the lowest quoted price was approximately 17% lower than other vendors when including GSA Advantage pricing, though the quantity of 225 units availability from alternative sources could not be confirmed. The justification cites exclusive manufacturing rights as the basis for sole source procurement. The fair and reasonable cost determination is supported by 41 U.S.C. 253(c)(1), which authorizes use of other than full and open competition when only one responsible source exists and no other supplies or services satisfy agency requirements. The Program/Project Officer (Michael Clark) recommended the sole source acquisition on May 4, 2026, and the Contracting Officer (John Skogen) approved it on June 10, 2026.

Text1: The US Fish & Wildlife Service (USFWS) will be issuing Special Agents Trijicon RMR HD, Red Dot Pistol Optics. This red dot optic will be utilized in conjunction with the new issued pistol (Glock 19 MOS Gen 5, with Streamlight TLR-7X weapon light). These are the new pistols that will be authorized under USFWS, OLE Chief's Directive CD-B.

Trijicon is the sole source manufacturer of the following red dot pistol optic. The Trijicon RMR HD is an innovative red dot pistol optic specifically designed for the evolving needs of law enforcement. This is an adjustable LED model with a patented housing shape made from forged aluminum, a robust electronic system, and quality lens. It has a long-lasting top-loading battery, larger optics window, an innovative forward looking light sensor, multiple reticle options, and illumination adjustability. The RMR HD was built for law enforcement duty use. The forward-looking light sensor gauges the brightness at target in auto mode and adjusts reticle brightness to be effective in any lighting scenario. The new reticle allows you to switch between a complex reticle or single crisp dot, both of which include a new super bright setting and an additional night vision setting. The RMR HD also allows the agent to adjust the Auto Illumination as well as the dot/circle contrast. Additional features include larger, more tactile buttons, new adjusters with greater audible and tactile feedback, and an expanded field of view. Offering the same footprint as the RMR and designed to fit most existing optics-ready duty holsters. Optic has a 55 MOA adjustable LED reticle w/ 3.25 MOA red dot.

Trijicon is the sole source manufacturer of these red dot optics. USFWS Special Agents are criminal investigators assigned to the Office of Law Enforcement (OLE) for the purpose of enforcing Federal wildlife laws throughout the United States. The purchase of these optics will assist OLE in this assignment. The Trijicon RMR HD has been quoted at $585.50.

The total for the Trijicon RMR HD Red Dot Pistol Optic: $585.50 * 225 = 131,737.50

Text4: Market research was completed using methods described above. USFWS determined a cost savings of 17% or more purchasing directly from the quoted vendor.
Text6: The use of other than full and open competition for this contract action is authorized by 41 U.S.C. 253(c)(1) - Only one responsible source and no other supplies/services will satisfy agency requirements and FAR 13.501 (Commercial Items).

The following price quote is fair and reasonable based on prices provided from other reputable vendors and manufacturers. USFWS recommends purchasing from this manufacturer due to the increased savings.

The total for the Trijicon RMR HD Red Dot Pistol Optic: $585.50 * 225 = 131,737.50
