Background The mission of the Health and Human Services (HHS) Office of Inspector General (OIG) is to protect the integrity of HHS programs, as well as the health and welfare of beneficiaries served by those programs. This statutory mission is carried out through a nationwide network of audits, investigations, and inspections. By conducting independent and objective audits, evaluations, and investigations, OIG provides timely, useful, and reliable information to Department officials, the Administration, Congress, and the public. The HHS OIG consists of five components – Office of Audit Services (OAS), Office of Evaluation and Inspections (OEI), Office of Investigations (OI), Office of Counsel to the Inspector General (OCIG) and the Office of Executive Management (EM). The approximately 1,700 OIG employees are distributed throughout the United States and territories, in the headquarters at Washington DC, 9 regional offices and over 90 field offices.
EM office is composed of the Immediate Office of the Inspector General and the Office of Management and Policy (OMP). EM is responsible for coordinating OIG activities and providing mission support, including setting vision and direction for the OIG’s priorities and strategic planning; ensuring effective management of budget, finance, human resource management, and other operations; and serving as a liaison with HHS, Congress, and other stakeholders. EM plans, conducts, and participates in a variety of cooperative projects within HHS and with other Government agencies.
EM provides critical data analytics, data management, and information technology (IT) infrastructure that enables OIG components to conduct their work efficiently and effectively. An identified need within the Budget Division of OMP is for an OIG Budget tool. This Budget tool is needed to automate phases of the Federal Budget Execution and https://www.sam.gov/portal/public/SAM/
Formulation cycle. In achieving this goal, financial benefits to the OIG will be realized in reduction of resources and through a redirection of staff time to focus on OIG efficient spending.
Purpose and Objectives The purpose of this RFI is to gather information from vendors and organizations in regard to a Freedom of Information Act (FOIA) workflow and processing system to support. HHS-OIG plans to acquire a system that can process FOIA requests for the Office of Inspector General, replacing a legacy system that has reached its end-of-life. The system must be capable of integrating with other HHS-OIG’s electronic components and automated systems and must provide basic functionality for processes performed by FOIA staff.
The system should streamline FOIA processing; eliminate hardcopy processing and retention; eliminate the need to conduct paper-based or email reviews and redaction of responses; and eliminate the need for hardcopy mailing of responses. The solution needs to have the ability for customization, be web-based, and have functionality that is cohesive and supports end-to-end FOIA processing, is user friendly, scalable, integrated and functionally complete.
The system needs to be able to accommodate up to 15 users who can process up to 2,500 FOIA requests annually.
The products and services sought will improve HHS-OIG’s ability to respond to Freedom of Information Act (FOIA) requests; provide document redaction capability; a correspondence and action tracking case management application;
and data migration from the current tracking system. Other products and services sought, include but are not limited to training, configuration, implementation, installation, annual maintenance, and support.
Anticipated Period of Performance: Beginning June 2022
