About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations for a sole source acquisition under the Simplified Acquisition Threshold.

The U.S. Fish and Wildlife Service requires custom patagial GPS transmitters with satellite transmission capabilities for the California Condor Recovery Program at Hopper Mountain National Wildlife Refuge Complex. The program uses these transmitters to remotely track and monitor critically endangered California condors, as satellite data transmission provides superior reliability compared to cellular GPS transmitters, particularly in areas lacking cellular coverage. Market research and inquiries with other condor-managing agencies determined no other capable sources exist. Microwave Telemetry, Inc. is the sole manufacturer capable of producing the custom satellite/GPS transmitters with the specifications required for California condor tracking and monitoring. The justification establishes that no other manufacturer produces equivalent equipment and that Microwave Telemetry Inc. is the only GPS transmitter supplier used by California Condor Recovery Program participants. Fair and reasonable pricing was determined through quotes from comparable manufacturers that do not produce transmitters meeting the required specifications, which provided equivalent pricing per unit. The acquisition was recommended by Program Officer Nicholas Stanley (digitally signed August 5, 2026) and approved by Contracting Officer John Skogen (digitally signed August 5, 2026) for sole source procurement procedures under FAR Part 13.

Text1: The California Condor Recovery Program with the U.S. Fish and Wildlife Service (USFWS) at Hopper Mountain National Wildlife Refuge Complex (Complex) intensely monitors and manages a wild flock of critically endangered California condors. A critical method Complex biologists use to remotely track condors are GPS transmitters that use satellite data transmission. Currently, our GPS transmitters use cellular transmission and have a high rate of failure, especially when a condor spends time in areas without cellular data. Satellite data transmission allows for GPS units to transmit data from remote locations that lack cellular signal allowing for a longer life span and seamless data collection and transmission without losing battery power. Microwave Telemetry Inc. provide a reliable GPS unit that is used by other condor managers. These units are customized for the condor program and an existing database is programmed to seamlessly integrate data from these units.

Text5: No other manufacturer produces the custom patagial GPS transmitters with satellite transmission required for tracking and monitoring California condors. Microwave Telemetry, Inc has developed satellite/GPS transmitters unique to California condors in response to researchers/biologist request. No other manufacturer produces the same equipment. Satellite and GPS transmitters manufactured by Microwave Telemetry Inc are the only GPS transmitter used by all participants in the California Condor Recovery Program. Microwave Telemetry Inc, consistently provides transmitters that do not injure birds when in use. Overall Microwave Telemetry Inc, has provided excellent service and is responsive when changes to custom design are needed.
