About this file
This single source justification document and related notice of intent to award describe a planned sole source contract award by the U.S. Fish and Wildlife Service Kenai National Wildlife Refuge. The refuge intends to award a purchase order to Phase One United States Inc. to supply a metric near infrared camera and related equipment including a camera controller, flight planning software, and GPS/IMU system. The total anticipated cost will be considered fair and reasonable based on the contractor's qualifications and the specialized nature of the required equipment. Interested parties have until January 18, 2024 to provide any evidence that competition would be advantageous, however the government retains sole discretion to determine if competition is warranted. The notice provides contact information for further questions and states that this planned non-competitive award is being made under simplified acquisition procedures in accordance with FAR 13.106-1(b).

Text3: (Describe the actions taken to locate other capable sources or brands. List any sources that expressed in writing an interest in the procurement.)
An internet search was done for multi-spectral photogrammetric camera systems. Leica came up as the only other potential source. Alistair.stuart@hexagon.com, the federal sale representative for Leica was contacted and potential Leica systems were discussed over the phone. Though the DMC-4 sensor would produce the desired multi-spectral product it would only be compatible with one USFWS fleet aircraft, and had a very high price point ($1.5M) and annual maintenance fee ($50K).
Text2: (Describe the market research conducted or a statement of the reasons market research was not conducted.)
Two other companies produce metric cameras and lenses. These are Leica and Hasselblad. Acquiring either of these would not meet our mission requirements and not utilize our existing PhaseOne camera which has a value of about $60,000. Leica produces the DMC-4 Airborne Imaging Sensor for 4 band. This system has a price point of about $1.5 million and would only fit in one of our aircraft and not in any UAS. The Hasselblad does not make a NIR camera, camera controller and flight software.
| Text1: Acquire a metric NIR (near infrared) camera to combine with existing PhaseOne iXM 100 RGB (red green blue) camera. The camera specs must match existing camera and be compatible with airborne and UAS platforms. Metric cameras have fixed/calibrated lens and mechanisms needed for photogrametric acquisitions and processing. The NIR camera is needed to produce 4 band multi-spectral imagery for vegetation mapping and monitoring projects. Replace outdated flight planning software and camera controller/GPS with compatible PhaseOne ix controller and GPS/IMU (inertial measurement unit) and flight software. |
| Text4: (Describe the actions taken to overcome barriers to competition for any subsequent acquisitions.) |
The system should last 5-10 years. As camera/sensor technology increases and expands with greater use of UAS platforms there will likely be affordable alternative systems for the future replacement.
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |
