About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a simplified acquisition under the Simplified Acquisition Threshold (SAT).

The acquisition supports geotechnical boring and soil characterization services for a tidal restoration project and pedestrian crossing at Stage Island. The scope includes excavation of a new tidal opening (up to 160 feet), environmental characterization of excavated sediment, and subsurface soil analysis to determine suitability for a pedestrian bridge footing. Market research identified Tighe and Bond as the selected contractor based on a cost estimate provided by this firm and prior competitive bidding conducted by the project's state partner, MassWildlife. The justification for sole-source procurement cites the contractor's 100+ years of experience in coastal restoration and engineering, including hydrological modeling, structural engineering, wetland restoration, and permitting. The document notes that competition is limited due to the contractor's existing involvement in preliminary designs and the need to avoid duplication of effort and increased costs if another company were to review background project history. Fair and reasonable pricing is supported by demonstrated past bids provided in contrast to similar firms. The Program/Project Officer (Nancy Pau) and Contracting Officer (Keith Rose) approved the sole-source acquisition procedures on June 22, 2026 and July 29, 2026, respectively.

Based on the above justification, I hereby certify and approve the use of sole source acquisition procedures under FAR Part 13 for this purchase.

Contracting Officer

Text3: There are other geotechnical boring companies in the Federal contracting database-- however, they would need additional time and costs to come up to speed on previous project work and data (dating back to 2015), and would need to coordinate closely with Tighe and Bond, who are currently contracted by the State to provide preliminary designs fore the tidal restoration (beneficial reuse of excavated sediment).
Text2: A cost estimate from Tighe and Bond is included as Market REsearch. The final design for the Stage Island tidal restoration was funded by a NFWF grant obtained by MassWildlife, our State partner. They put the project out to bid and received 3 bids. An team consisting of 2 USFWS restorations, 2 State Restoration specialist and 1 state contract specialists reviewed the proposed bids and selected Tighe and Bond as the preferred contractor. This scope of work was identified as needed in order to beneficially reuse the excavated sediment and to streamline pedestrian bridge design, which was recently funded by USFWS in the 2027 budget. Ability to complete this geotechnical boring and soil characterization this year will allow for incoproation of permitting parameters with DEP and ACOE for the bridge footing and expedite future brdige design and result in overall cost savings.
Text1: Geotechnical boring and characterization of soil samples are needed to support design of a proposed tidal restoration project and pedestrian crossing. A new tidal opening (up to 160 feet) is proposed to be excavated to restore a historical salt marsh. Beneficial reuse the sediment on site is preferred, and an environmental characterization of excavated sediment is required. We are also proposing constructing a pedestrian bridge across the new opening to maintain access to a popular refuge trail. Subsurface soil characterization is needed to determine suitability of subsurface soil for bridge footing.
Text4: There is duplication of effort if this contracts was to go out to bid, and likely increase in cost associated with another company reviewing background project history and data and added coordination between this company and Tighe and Bond to complete the preliminary designs.
Text6: The costs provided by Thighe and Bond are commensurate with market prices; as demonstrated by past bids they provided in contrast to other similar firms. Due to the limited competition of this scope, we did not seek additional costs from other firms.
