About this file
This memorandum documents a limited source justification for a follow-on wireless services contract with Verizon Wireless. The U.S. Fish and Wildlife Service requires wireless services including 4G voice, unlimited texting and data for over 7,488 mobile devices from Verizon Wireless, the incumbent provider. A competitive solicitation in 2018 resulted in Verizon Wireless being determined the only vendor that could meet FWS' technical needs such as FedRAMP authorization. The original contract awarded to Verizon Wireless in 2018 is set to expire in November 2023 with a six-month extension currently in place until then. The follow-on contract would provide an additional four months to develop a new solicitation for a new wireless services contract as of December 2023. Several approvals were granted based on Verizon Wireless being the only source able to meet requirements without disruption.
The related federal contract opportunity is a special notice of intent to award the follow-on contract to Verizon Wireless under solicitation number DOIFFBO230197 for the Department of the Interior Fish and Wildlife Service.

MEMORANDUM FOR RECORD
SUBJECT: Limited Source Justification
1. Contracting Agency: Department of the Interior, U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition and Property Operations, Information Technology Services Acquisitions.
2. Description of Services: The USFWS is seeking approval for a new firm fixed price logical follow-on contract for wireless services. USFWS is in need of wireless services via Verizon Wireless to provide a minimum of 4G voice for smart phone /cell phones;
unlimited texting and data service for smart phones; data services for iPads, air-cards and MiFi's. There are currently 7,488 mobile devices. These devices include smart phones, basic phones, routers, tablets, cameras, modems, etc.
3. Authority Cited and Supporting Rationale: FAR 8.405-6(a)(1)(C) – “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order provided that the original order was placed in accordance with the applicable FSS ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited- sources procedures.”
USFWS Division of IRTM is requesting approval for a follow-on contract with Cellco Partnership (DBA Verizon Wireless), General Services Contract (GSA) GS-35-0119P
– 47QTCA20S00B5. This vendor is the current provider of wireless services.
The USFWS, Division of Engineering Infrastructure initiated a competitive solicitation effort in 2018 in hopes of identifying and soliciting vendors capable of meeting the requirements for an Enterprise Wireless solution. A Technical Evaluation Panel comprised of members from FWS reviewed all the submissions and determined Verizon Wireless could meet the technical needs of the FWS. This was based on multiple criteria, including, but not limited to, FedRAMP authorization and certification. Verizon Wireless is the current provider of these services and a follow-on contract to Verizon Wireless is needed for continued wireless support. The FSSI-W contract ended in May 2023, and a 6--month extension, under authority 52.217-8 Option to Extend Service, was approved and is currently in place. The period of performance for the extension is May 2023, to November 2023. A follow-on contract is needed for an additional 4-months to allow time to set up a new solicitation package for a new contract.
4. Best Value Determination: This order represents the best value and results in the lowest overall cost alternative to meet the Government’s needs. Although GSA has already negotiated and determined fair and reasonable prices, additional discounts will be sought prior to placing the order.
5. Market Research: Based on contract history and market research conducted by EEIO Enterprise staff in multiple regions. It included internet searches and holding interagency meetings to confirm that Verizon Wireless' ability to continue to provide the required products or services, including their technical expertise, track record, and capacity meet all requirements needed to continue services without major impact.
6. Other Factors: A Scope of Work has been developed that describes the requirements of this request to be performed by Verizon Wireless.
7. Actions to Remove Barriers: The original award for this requirement was solicited on a competitive basis and awarded to Verizon Wireless under PO# 140F0918F0241.
The current contract is set to expire in November 2023 and a follow-on contract is needed for an additional 4-months to allow time to set up a new solicitation package for a new contract.
