About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a procurement under the Simplified Acquisition Threshold.

The acquisition concerns the South Fallon Islands Invasive House Mouse Eradication Project, a learned professional services contract requiring a third-party review of project planning documents for the Fallon Islands National Wildlife Refuge. The objective is to identify potential data gaps and incorporate new information available since the 2019 Final Environmental Impact Statement to maximize the likelihood of successful mouse eradication. The U.S. Fish and Wildlife Service has justified sole source procurement from Kilo Impact Foundation based on the unique qualifications of the proposed contractor, Gregg Howald. The justification documents that the field of rodent eradication is severely limited, with Howald possessing over 32 years of island restoration expertise, specialized technical training in ecotoxicology and rodenticides, and direct experience leading the independent review of the Gough Island house mouse eradication project in 2021. Howald has participated in invasive species eradication efforts across more than 75 islands in eleven countries and maintains a diverse technical background supporting complex conservation programs. The Contracting Officer (Chelsea DeVivo) approved the sole source acquisition procedures under FAR Part 13 on September 8, 2026, and the Program/Project Officer (Gerard McChesney) certified the justification as accurate on August 14, 2026. Section 6 regarding fair and reasonable cost determination was left as template language requiring completion.

Text3: The field of rodent eradication is very limited. Personnel at Kito Impact Foundation are regarded as uniquely qualified to perform this service. This project will be led by Gregg Howald, with over 32 years of island restoration expertise, with technical training in ecotoxicology, specifically with the rodenticides, and the anticoagulants including brodifacoum, the rodenticide chosen for the Farallon Island house mouse eradication project. He led the independent review of the Gough Island house mouse eradication project that was implemented in 2021.

Mr. Howald has been involved in the eradication of invasive species from more than 75 islands in eleven countries. With a diverse technical background grounded in ecotoxicology, his focus has evolved to include conservation diplomacy and moving complex programs forward based on local values and regulatory requirements. He helps lead engagement processes to inform values-based decisions including regulatory compliance processes and rightsholder engagement. He has developed a network of global partners from government agencies, private industry, NGOs, academic institutions, and local communities, and currently works on building networks of multilateral and transboundary public-private partnerships to bring industry, government, scientists, and NGOs together under national and international policy frameworks that are focused on restoration. All with a goal to increase the scale, scope, and pace of the eradication of invasive species from insular ecosystems.

Kito Impact's network of vetted subject matter experts ensures that every facet of the Farallon plan—from aerial bait application precision to non-target mitigation—will be reviewed by a specialist in that exact discipline.
