About this file

This document is a Justification for Other Than Full and Open Competition (FAR 6.302) submitted by the Bureau of Land Management, Farmington Field Office, New Mexico, requesting single-source award authority to Teledyne FLIR Commercial Systems, Inc.

The procurement is for calibration and repair services of an Infrared camera Model GF320 (Serial Number 44400766) valued at $13,254.00. The camera supports gas emission identification using infrared imaging technology and is required pursuant to the Settlement Agreement for San Juan Citizens Alliance v. Salazar, 10th Circuit No. 08-2286. Services required include a comprehensive CAREPRO service encompassing component repairs (LCD display, detector board, lens cap replacement), full system evaluation, laser alignment, cleaning and examination of optics, software upgrades, mechanical checks, calibration to ±2°C or ±2% accuracy up to 1,500 degrees Celsius, and final quality acceptance testing. The justification establishes that Teledyne FLIR is the sole provider capable of servicing the outdated, proprietary equipment because the manufacturer does not license repairs to third parties and alternative repairs pose risks of unrecoverable damage. Market research confirmed no licensed alternative repair sources exist, and procurement of replacement equipment with similar capabilities would cost approximately $40,000.00. Cost reasonableness is supported by historical data from usaspending.gov showing 15 similar repair orders, with the most recent award to Teledyne for $15,099.00. The contracting officer certification is digitally signed by Scott Voigt, dated September 1, 2026.

JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted.

1. Identification of the agency and the contracting activity: The Bureau of Land Management, Farmington Field Office, New Mexico requests that the U.S. Department of the Interior, Office of Acquisition and Property Management provide contracting support for the procurement of repair services from Teledyne FLIR Commercial Systems, Inc. in accordance with the Settlement Agreement for San Juan Citizens Alliance v.

Salazar, 10th Cir NO. 08-2286.

2. Nature and/or description of the action being approved:

Calibration and repairs of Infrared camera Model GF320/ SN: 44400766 supporting the identification of gas emissions utilizing infra-red imaging technology.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value):

Estimated Value: $13254.00 FLIR Camera_Calibration and Repair:

CAREPRO service

LCD display loose.

Full evaluation. Camera shuts off on its own sporadically.

Cooldown time is 11:46. Anything at or above 11 minutes, cooler replacement is recommended.

After camera has been running, image gets lines through it, then goes gray. This requires replacement of CB GIPA, (detector board).

Lens cap broken. Recommend replacement of lens cap.

Laser needs alignment

Clean and examine camera and optics, clean viewfinder and LCD display

Check and lubricate all mechanical components

Verify all internal cables and PCB connections

Upgrade camera internal software and perform complete operational checks

Verify and re- equalize as needed each temperature range for imagery uniformity

Verify ambient temp compensation

Calibrate temps up to 1500 degrees C

Re- calibrate camera to + - 2C or + - 2% ( higher prevails) for the standard camera lens

Provide calibration lable with next cal due date and calibration statement

Perform final quality acceptance test procedures

4. An identification of the statutory authority permitting other than full and open competition: Teledyne FLIR Commercial Systems, Inc. is the only FLIR Calibration and Repair choice.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The equipment was manufactured by Teledyne FLIR Commercial Systems, Inc. the equipment is outdated and not subject to licensing repair by third parties. The hardware package contains proprietary technology that would otherwise require the procurement of data rights to technical data supporting repair process development.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized.

During market research, the government is unable to find a licensed repairer and was quoted directly from the OEM. Although alternative repair source may be available, there are none identified that possess licences or other qualifications from the OEM to do so, increasing the risk of unrecoverable damage and a requirement to procure a new camera with similar capabilities likely to be at four times the price, or approximately $40,000.00

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable and the basis for that determination.

The government queried usaspending.gov for similar repairs orders and found 15 orders in total, the most recent (80NSSC23PB060) for award to Teledyne costing $15,099.00.

8. A description of the market research conducted (as required by FAR Part 10) and the results or a statement of the reason market research was not conducted.

Historical databases were referenced and Teledyne open market sources indicating that they do not outsource certified repair services. Although Teledyne sells units through distributors, repair services are limited

9. Any other facts supporting the use of other than full and open competition (FAR 6.302(a) (9)).

The Bureau of Land Management Farmington Field Office Project Area, BLM will, to the extent consistent with available appropriations and governing law:

conduct emission inspections, including: (1) utilizing infra-red sensors to detect leaks; (2) validating the 2 gram/horsepower hour engine certification labels on the new wellhead compression engines that should bear them; (3) inspecting venting/pneumatic devices; and (4) checking for equipment failures;

-and-

Directed inspection and maintenance (DI&M) program to reduce fugitive gas leaks using leak detection and measurement;

10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition.

None noted

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the same supplies or services.

The primary methodology to overcome the competition barriers to this requirement is to modify the governments approach from a repair to a replacement in order to replace outdated technology with updated mechanisms at an extensive increase to cost.

CERTIFICATIONS:

I hereby certify that this justification for other than full and open competition is accurate and complete to the best of my knowledge and belief.
