1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The service being procured is facilitation of the activities of the North American Intergovernmental
Committee on Cooperation for Wilderness and Protected Area Conservation (NAWPA) group. This includes managing the assembly and interaction of the NAWPA Committee members, supporting the
Coordinating Group in their communications with agency heads and agency staff, maintaining the
NAWPA website, assisting the Working Chair to prepare formal NAWPA committee reports, assisting with in-person meeting logistics, and tracking and reporting outputs from the Working Groups.
The cost of facilitation services is anticipated to be approximately for FY24. As a supporting member of NAWPA, the NPS is providing of this annual cost.

Explain:
The National Park Service (NPS) signed a Memorandum of Understanding with three other U.S. land management agencies (Bureau of Land Management, U.S. Fish and Wildlife Service, and the U.S. Forest
Service), the National Commission for Natural Protected Areas (Mexico), and Parks Canada in 2009, creating a framework for cooperation and coordination among the participants for conservation and preservation of protected areas. This MOU, facilitated by the WILD Foundation, created the NAWPA group. As part of NAWPA, NPS is expected to attend the meetings and participate in the development of
NAWPA products. The NPS Director is the current Chair of the NAWPA Executive Committee and is responsible for setting agendas and direction in collaboration with other bureau and agency heads for the group.
The WILD Foundation is a US 501(c)(3) non-profit organization based in Boulder, Colorado with a government relations office established in the Washington, D.C. area. The WILD Foundation was selected by the member organizations and currently is under contract with the other US member bureaus, as well as the governments of Canada and Mexico. Because the WILD Foundation is currently under contract with all other members of NAWPA, no other sources for facilitation would be feasible. The cost for facilitation services provided by the WILD Foundation is split among the member agencies at an agreed upon rate. Services include preparation for and meeting facilitation 6-8 steering committee, and 10-
12 task group meetings, summary reports of meetings, and study reports.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
No other offers were solicited since the WILD Foundation has a contract with the other member agencies and the National Park Service could not feasibly add a new facilitator to the meetings unilaterally. The cost estimates provided by the WILD Foundation include /hour for the primary facilitator. To compare, the Department of the Interior has an IDIQ contract for facilitation services that charges
/hour and a overhead charge.
