About this file

This is a Justification & Approval document for a sole source acquisition without full and open competition for a simplified acquisition over the micropurchase threshold.

The Department of the Interior's Philadelphia MABO, on behalf of the National Park Service's Independence National Historical Park (INDE), seeks to procure enhanced 24/7 physical and video security support for the Visitors Resource Protection Department to monitor the President's House Site during the installation and preservation of new exhibit panels under Executive Order 14253. The requirement is for a single FedRAMP-certified contractor to provide all labor, materials, specialized equipment, and incidentals for video security and continuous surveillance. The specific deliverables include two FedRAMP-compliant security camera module trailers equipped with Verkada, Inc. brand equipment: MT81 Cloud-Managed Security Trailers with battery packs, CP63 Outdoor PTZ Cameras, CB62-E Outdoor Bullet Cameras, CF83-E Outdoor Fisheye Cameras, and CH63-E Outdoor Four-Camera Multisensor Cameras, along with five-year cloud licenses and MarTerra deployment services. The contracting officer justified the sole source award based on urgent and compelling circumstances, citing the immediate security concerns created by panel replacement activities and the requirement for delivery within two weeks. Market research identified that of 530 FedRAMP-certified vendors, only Verkada, Inc. provides the required physical and video security solutions, available exclusively through primary federal distributor Carahsoft Technology Corp. Fair and reasonable pricing will be determined using price analysis techniques per FAR Part 13.106-3(a). The acquisition was signed by Contracting Officer Brian McCabe on July 16, 2026, with approval by Steven Sponaugle, Warranted Individual One Level Above Contracting Officer, on the same date.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

Part 2) UP TO SAT (See RFO FAR 12.102 (a))

Date: July 15, 2026 Solicitation Number: 140P4226R0015

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Department of the Interior (DOI) – Philadelphia MABO on behalf of National Park Service (NPS) – Independence National Historical Park (INDE) and the Assistant Secretary of DOI has a sole source urgent requirement to provide enhanced 24/7 physical and video security support for the Visitors Resource Protection (VRP) Department at INDE in order to monitor the President’s House Site in its endeavors to support the installation and preservation of the new exhibit panels under the direction and authority of EO 14253 – Restoring Truth and Sanity to American History.

The requirement calls for single contractor that is FedRAMP certified to provide all labor, materials, specialized equipment and incidentals to provide adequate video security and maintain 24/7 surveillance of the President’s House Site at INDE.

Government Estimate:

2. Sole Source Justification rationale (Check one and explain below):

☐ Only one responsible source.

X Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

☐ Other:

Explain:

In accordance with Revolutionary (RFO) Federal Acquisition Regulation, which was implemented through DOI-AAAP-F012 and RFO FAR 12.102 (a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.

INDE has an immediate need to purchase two (2) new FedRAMP compliant security camera module trailers to provide additional protection to INDE Park Staff, Visitors and the historical resources at the President House Site. INDE is required to replace the existing interpretation panels at the President House Site per EO – 14253 – Restoring Truth and Sanity to American. The replacement of these interpretation panels is creating a lot of security concerns for INDE and VRP, because it requires 24/7 monitoring to ensure the panel replacement is completed, and prevent and limit potential damages outside of normal park operations.

Due to the cloud security requirements of this requirement, only contractors that can provide FedRAMP Certified solutions/products for physical and video security camera module trailers, cameras, equipment and software can be used because FedRAMP Certified solutions/products have been determined to meet the strict security standards for Information Systems in Cloud Computing Environments as established by Memorandum for the Heads of Executive Departments and Agencies (M-24-15) – Modernizing the Federal Risk and Authorization Management Program (FedRAMP) and the FedRAMP Authorization Act.

Due to the FedRAMP specialized nature of the equipment and software, only brand-name specific equipment provided by Verkada, Inc. through the FedRAMP certified Verkada Command Platform has been found capable of providing this type of specialized solutions for camera security surveillance. The two (2) FedRAMP trailers required must include:

• MT81 Cloud-Managed Security Trailer with battery pack

• CP63 Outdoor PTZ Camera with 1 TB storage with maximum of 30 days, FIPS, TAA

• CB62-E Outdoor Bullet Camera, 512 GB storage with maximum of 30 days, FIPS, TAA

• CF83-E Outdoor Fisheye Camera, 512 GB storage with maximum of 30 days, FIPS

• CH63-E Outdoor Four-Camera Multisensor Camera, 2 TB storage with maximum of 30 days

• Pendant Cap Mount

• 5-Year Security Trailer Cloud License for Government (US Only) with Capacity to Increase

• 5-Year Camera License for Government with Capacity to Increase

• 5-Year Four-Camera Multisensor License for Government with Capacity to Increase

• MarTerra services in support of the Verkada Trailer deployment

While there are many other security camera companies available throughout the country, only Verkada, Inc. was found capable of providing FedRAMP Certified equipment and cloud IT services that are specific to this requirement and meet the needs of INDE VRP.

Verkada, Inc. will provide the FedRAMP Certified solution and work through their primary Federal distributer Carahsoft Technology Corp. to distribute the two (2) trailers and software licenses for INDE.

As authorized by Revolutionary FAR 1.102 (b)(2), awarding to Carahsoft Technology Corp. for the brand-name specific Verkada, Inc. products and services is a business decision, poses the least amount of risk, and is in the best interest of the Government.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

The CO conducted an SBA search for file purposes as the work needed to be completed, and the SBA search that revealed 99 small business contractors under the NAICS Code 334310 – Audio and Video Equipment Manufacturing in the State of Pennsylvania, which to this Contracting Officer (CO) reasonably concluded as the correct NAICS code to use. While there are multiple vendors available, based on previous experience with other competitive contracts, only Carahsoft Technology Corp.

responded and was found to be the only contractor found capable of providing the Verkaka, Inc.

FedRAMP Certified physical and video security solutions that is required.

Additionally, the CO searched the internet and found additional companies like Pro-Vigil, Titan Protection and NinjaOne that provide similar video security solutions that Verkada, Inc. provides;

however, Pro-Vigil and Titan were not found to be FedRAMP Certified. NinjaOne was found to FedRAMP Certified; however, they provided services related to endpoint management, windows patching, and were not found to provide physical security and/or video security. Of the 530 FedRAMP Certified Vendors, only Verkada, Inc. was found to provide physical and video security solutions that are required for this requirement, and they are only provided through Carahsoft Technology Corp.

From a business perspective due to the urgency of the requirement, and the fact that Carahsoft Technology Corp. is the primary distributer for the FedRAMP Certified brand-name specific Verkada, Inc. product solutions only they have demonstrated a superior ability to perform (RFO 1.102 (a)(4)). The brand-name specific Verkada, Inc. were found to be the only physical and video security solutions that met stringent FedRAMP certification process which is required for seamless use on Government IT systems.

Further there is significantly less risk, because Carahsoft Technologies Corp. can respond quickly with the Verkada, Inc. solutions and the items delivered within two (2) weeks, which reduces the risk to the Government at the very political sensitive President’s House Site (RFO 1.102 (a)(1)(2) and (c)). The risk being the ongoing safety concerns with the installation of the new interpretation panels to INDE staff, visitors and the historic President’s House. Further, the White House will elevate issues if INDE is not in compliance with EO - Restoring Truth and Sanity to American History as required.

Lastly, Per FAR 1.102 (a)(1) and EO 13834 on efficient federal operation, the Government is required to minimize administration operating costs and due things more efficiently. While competition is preferred, only Carahsoft Technology Corp has been found capable of providing the only FedRAMP Certified Verkada, Inc. physical and video security solutions within the necessary timeframe.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable per RFO 12.201-1 (e)(2) and using the price analysis techniques described in original FAR Part 13.106-3(a), as authorized by RFO

1.102 (b)(4), because the RFO does not fully address detailed price analysis techniques under RFO Part 12 in this CO’s opinion, and creates inconsistencies, which can reasonably be eliminated by using the original FAR 13 fair and reasonable determinations for simplified acquisition procedures under the SAT.
