SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Contracting Agency and Activity

The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106- 1(b)(1).

2. Nature of Action Being Approved

The action being requested is competition on a brand-name only basis. The requested brand is Thermo Fisher Scientific (Thermo Fisher). The delivery date for the equipment is 60 days after receipt of order (ARO).

3. Description of Supplies or Services.

The requested equipment is a Thermo Fisher PrepFast 3 auto-dilution system for a Thermo Fisher HR-ICPMS mass spectrometer. The mass spectrometer is currently in operation at the USGS The Geology, Energy and Minerals Science Center (GEMSC) Radiogenic Isotope Laboratory (RIL), located in Reston, Virginia. The auto-dilution system consists of

• 4DXCi autocorrecting autosampler;

• preFAST 3 autodilutor with automatic backflushed FilterProbe;

• SampleSense3, Clean 3V Enclosure; and

• PFA OneTouch nebulizer;

5. Statutory Authority

The proposed action may be awarded on a sole source basis under the authority of FAR 13.106- 1(b) Soliciting from a single source.

6. Rationale Supporting Use of Citation in No. 5.

The Auto Dilution system (prepFast 3) is manufactured for use in ThermoFisher instruments and is an additional part of the ICPMS mass spectrometer already in use at the (RIL). The mass spectrometer is Thermo Fisher model HR-ICPMS Element 2. No other brands are viable because the Auto Dilution system was specifically designed to work with this instrument, and Thermo Fisher is the sole proprietor of all its software, hardware, and electronic components of the instrument, and there are no other known authorized dealers or resellers.

7. Other Information.

The PrepFast 3 auto-dilution system is a new ancillary part of a mass spectrometer in the Radiogenic Isotope lab: Thermo Fisher, Element 2, HR-ICPMS that has an original acquisition value of about $500,000. The instrument is incomplete without the Auto Dilution system; the instrument is an integral part of the research being done in support of USGS and other financial supporters from other Federal Agencies and International institutions. Replacement value of the mass spectrometer $900,000.

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

We have investigated reviews of industry publications, commercial directories, Government source lists, market research contacts with other potential commercial or Governmental customers to identify sources known to them, or other steps taken to identify and encourage potential competitive sources, and no resellers of this equipment were identified.

9. Future Plans to Permit Competition.

Any future, related procurement will be competed to the maximum extent allowable. Market research will be conducted utilizing industry experts, project staff, Internet research, and related literature to identify valid sources.

10. Recommendation and Certification from Program Office

Based on the above, I recommend this acquisition be conducted on a sole source basis and certify the above statements are true and accurate.
