LIMITED SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
1. Identification of the agency and the contracting activity.
The agency is the U.S. Department of the Interior (DOI), National Park Service (NPS), Commercial Services Program (CSP), and Asset Management (AM). The contracting activity is the NPS, ConOps National Office.
2. Nature and/or description of the action being approved.
This requirement is for a sole source award to provide services to support contracted Condition Assessment of Real Property as it pertains to the technical and functional aspects of the Commercial services Work Order Tracking Tool and its processes
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
IT development support services to improve and enhance the Concession Work Order Transfer Tool (CWOT) application to provide more analysis, and data management tools to support the NPS asset management and commercial services programs.

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
This order will be issued under the authority of FAR 8.405-6(a)(1)(i)(C). It is a logical follow-on to call order 140P2123F0089, leveraging the information and progress achieved during the execution of that order. The new requirement is for continued development and enhancement of the application, which necessitates the unique and specialized services that only Clango can provide at the required level of quality.
Clango has a proven track record of successfully delivering previous requirements and possesses in-depth knowledge of the application. With nearly 10 months of the base period completed, Clango and the NPS commercial services and asset management teams are actively developing and implementing the additional enhancements identified by the end users.
Recompeting this requirement would disrupt the current momentum and have significant negative impacts, potentially delaying the delivery of a fully functional application and thereby affecting the end users' ability to access it. The continuity of Clango’s specialized services is crucial to meeting the Government’s needs efficiently and effectively.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d).
The research conducted for this award determined that the prices of supplies and fixed-price services, as well as the rates for services offered at hourly rates under GSA schedule contracts, are fair and reasonable. Clango is willing to honor the discounted rates previously negotiated under a multi-vendor BPA for a period of two years, resulting continued substantial cost savings to the government.
The government will achieve efficiency by limiting the need to conduct additional negotiations for this award through the placement of a sole-source contract using the rates negotiated under 140P2122A004, which were already determined to be the best value for meeting the government's needs.
The Contracting Officer will review the pricing submitted to ensure it remains fair and reasonable and will seek further discounts before placing any orders. This approach ensures that the order represents the best value, consistent with FAR 8.404(d), by leveraging pre-negotiated rates and achieving additional discounts, ultimately providing the lowest overall cost to meet the government's needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market research indicates that there are other companies capable of providing development services. However, none possess the specific experience and in-depth knowledge that can only be gained through the previous work performed by Clango under the execution of order 140P2123F0089.
Order 140P2123F0089, Condition Assessment Support, was awarded in 2023 via the National Park Service Park Facility Management Division (PFMD) IT Development Multi- Vendor BPA. Despite this, the option year listed under line item 00020/00030 are not to be awarded due to expiration the GSA schedule administrative changes.

Years (July 10, 2024, to July 9, 2026), are the services needed to satisfy the current requirements.
The evaluation conducted during the pre-award phase of 140P2123F0089 demonstrated that Clango had the necessary knowledge and expertise to provide the best value to the National Park Service.
Given Clango's unique qualifications and the specific expertise developed through their previous work on this order, no other vendors can provide the required services at the same level of quality and efficiency.
7. Any other facts supporting the justification.
This justification to issue a new order to Clango as a logical follow-on to the current order ensure continuation of services and does not break this momentum and would have significant negative impacts to the programs.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
Commercial Services will continue to monitor the marketplace for opportunities to maximize competition on future orders.
