About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification document for the Department of the Interior's procurement of Haworth furniture system management and relocation services.

The Department of the Interior, Interior Business Center, is procuring services for the management, reconfiguration, relocation, and installation of existing Haworth furniture systems and compatible new components to support the U.S. Department of Health and Human Services Office of the Inspector General's mandatory relocation from the Cohen Building to the FCC Building. The contractor must provide all specifications, labor, materials, equipment, design services, furniture reconfiguration, new components, storage, delivery, installation, finish proposals, procurement, inspection, and punch-list fulfillment. The estimated contract value is redacted, with a six-month performance period from award date and installation required by November 2026. The contracting officer has justified limiting the source to Price Modern LLC (2604 Sisson St, Baltimore, MD 21211) as the sole capable vendor under GSAR 538.7104-3(b)(1)(ii), citing that Price Modern exclusively retains the original Bill of Materials, configuration specifications, and installation documentation from the 2019 initial installation. Market research identified three Haworth dealers with Multiple Award status, but only Price Modern maintains the required historical configuration data, drawings, and installation standards. The justification emphasizes that alternate vendors would require complete re-engineering, re-surveys, and redesign work that would jeopardize relocation timelines, increase costs, elevate installation error risks, and disrupt operational continuity required to meet mandated deadlines.

4. Reason for authority cited.

The Contracting Officer has determined the circumstances of the action deem it necessary to limit the source.

GSAR 538.7104-3(b)(1)(ii) – Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

5. Rationale.

The FCC Building furniture system relies on proprietary Haworth components originally installed by Price Modern in 2019. Price Modern exclusively retains the original Bill of Materials, configuration specifications, and installation documentation required to correctly integrate both existing and new components. Other authorized Haworth dealers do not have access to this historical configuration data and would need to recreate the documentation, conduct full re-surveys, and redesign entire layouts, increased costs, and a heightened risk of configuration errors. Accordingly, Price Modern is the only vendor capable of performing the work with the required precision, timeliness, and continuity.

Because the FCC Building configuration relies on proprietary connection mechanisms and system-specific data, technical packages suitable for competition were not available. Alternate sourcing would introduce delays and impose reengineering costs while compromising accuracy and functionality. In addition, the estimated cost savings to the Government by awarding to Price Modern, derived from avoided additional labor and services, averages approximately when compared to electing to use another vendor.

Selecting an alternate vendor would increase overall costs due to the need for complete re-engineering, inventory validation, reconstruction of existing furniture plans, and development of replacement documentation. These additional steps introduce non-recoverable labor hours and elevate the risk of installation errors, directly jeopardizing OIG’s ability to meet mandated relocation timelines. Choosing an alternate vendor would also increase the Government’s oversight burden for the associated tasks.

6. Market Research.

Market research identified three Haworth dealers with Multiple Award status: Price Modern (incumbent), SPACE Inc., and eCompass Corporation. However, only Price Modern maintains the original FCC Building configuration data, drawings, Bill of Materials, and installation standards required for accurate integration of the existing systems.

SOLICITATION No. 140D0426Q0517

Alternate vendors would need to conduct additional site surveys, perform new inventory assessments, and redesign workspace layouts. These additional steps would jeopardize relocation timelines and introduce increased operational risk.

Relying on any vendor other than Price Modern would also elevate project costs and disrupt the continuity necessary to support the mandated relocation schedule.

7. The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.

I certify this justification is accurate and complete to the best of my knowledge and belief.
