About this file
This document is a justification for a sole source contract award. The National Park Service Midwest Region is seeking to restore functionality to an environmental control system installed by Johnson Controls at a historic monument. The system monitors temperature, humidity, and structural crack sensors throughout the monument's column. An urgent need exists to have the system operational before the end of the season to prevent damage from improper environmental conditions. Johnson Controls stated it has technicians ready to assemble onsite immediately upon award, and is uniquely qualified due to installing the system and knowledge of device locations. The anticipated cost is $36,341. Market research identified other capable vendors, but a justification for a sole source award to Johnson Controls was approved due to the urgent need and the contractor's expertise with this existing system.

Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Johnson Controls installed an Environmental Control System in the historic monument that monitors temperatures, humidity levels and crack sensors throughout the monument.
Some of the components include network automation engines, digital controllers, temperature sensors, humidity sensors, many crack sensors. These components are spread throughout the column of the monument for monitoring. This procurement will restore the ability to monitor any movement of the monument and keep the temperature and humidity under control. This anticipated cost is $36,341
Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
___X___ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain: Johnson Controls installed the system many years ago and is inherent to them. They know the locations and devices mounted in the monument. Johnson Controls has stated they know how important the system is for us to monitor the monument and stated they have two technicians ready to assemble and be onsite as soon as the contract is awarded. With the end of season approaching, it is important to know the system is working properly to monitor to keep the correct temperature and control the humidity in the column to prevent any damage to the monument.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Although market research provided multiple companies who could perform the emergency repairs – a JOFOC was provided and approved to allow this requirement to be sole sourced to the company outlined in the document.
Justification rationale is FAR 6.302-2 which applies to this service being requested.
