About this file
This is a Justification for Other than Full and Open Competition (FAR 12.102) filed by the Bureau of Land Management's CA State Office, Support Services Division, Telecommunications Branch, located at 2800 Cottage Way, Suite W-1623, Sacramento, CA 95825-1886.
The BLM seeks to renew a lease agreement for continued use of the Interconnect Tower Communications Site to support critical employee and public safety operations across various California resource areas. The lease provides access to communications site facilities and land use necessary for uninterrupted services, with a primary objective of enhancing employee safety by improving radio communication coverage for BLM field staff. The BLM justifies limiting competition based on the site's unique geographical location and strategic positioning, critical terrain and elevation that provide essential line-of-sight connectivity, existing infrastructure investments that would be cost-prohibitive to replicate elsewhere, and the vital dependency on uninterrupted services currently provided through this site. Market research determined that no alternative sites in the vicinity meet the operational requirements, and competition would not yield practical or viable alternatives. The estimated price is redacted in the document, and the price will be determined fair and reasonable based upon prior price reasonableness and current market prices of communications sites. The recommended source section and certification signatures are redacted. This action represents a renewal of the former contract without full and open competition solicitation.
