About this file

This is a Justification for Other than Full and Open Competition (sole source justification) submitted by the Bureau of Land Management's US Wildland Fire Service, Palm Springs Field Office, for the procurement of Tablet Command mobile application licenses and related services. The Bureau of Land Management intends to purchase 25 Pro licenses for mobile devices, one enterprise license with portal setup, and associated services including incident sharing capability, automatic vehicle location (AVL) tracking, GIS map layers, and administrator functions. The portal will display maps of the agency's Direct Protection Areas and Mutual Threat Zones, provide real-time satellite location data for fire resources, and enable "view only" access to Computer Aided Dispatch logs from cooperating agencies with data sharing agreements.

The justification for sole sourcing is based on the critical need for real-time data sharing and interoperability with multiple local cooperators already utilizing Tablet Command, including San Bernardino County, Cal Fire (multiple divisions), San Diego County, Riverside County, and several municipalities. The government determined that Tablet Command is the only platform capable of providing interagency AVL and Computer Aided Dispatch data sharing across jurisdictional boundaries, which is essential for maintaining a common operating picture during unified command incidents. The procurement will be executed under Simplified Acquisition Procedures per FAR 13.106-1(b)(1) and FAR 6.302-1 (Only One Responsible Source). The anticipated contract period is from April 30, 2026 to May 1, 2026, with a firm fixed price contract structure. The NAICS code assigned is 541512 (Computer Systems Design Services).

Justification for Other than Full and Open Competition Bureau of Land Management FAR 13.106-1(b)(1) Simplified Acquisitions

PR # 0044040825

1. Identification of the agency and the contracting office.

Bureau of Land Management – Department of the Interior -US Wildland Fire Service 4955 Canyon Crest Dr.

Riverside CA, 92507

2. Description of supply or service required to meet the agency’s needs.

Tablet Command is an approved app that can be downloaded on our mobile devices through the DOI company portal. In order to use the app we need to purchase 25 licenses for users. We also need them to establish a portal for our organization that has maps of our specific Direct Protection Areas, Mutual Threat Zones, as well as the real-time satellite location data for all of our fire resources. We also need “view only” access to our cooperator’s Computer Aided Dispatch logs for fires, and vehicle location data for those same cooperators who we have data sharing agreements with. We also need the functionality to use tablet command for our Incident Commander’s to manage our Incidents.

3. The rationale or circumstances for limiting competition. We need to be able to receive and share data with our cooperators in real time, in the field, on mobile devices. This is important so we can have a common operating picture and make timely decisions on wildland fires that don’t conflict with our cooperator’s decisions. There is no other platform that can share the types of information that we need to share. We need to see the real time GIS locations of our cooperator’s fire equipment, and they need to be able to see our equipment locations in GIS. We need to be able to view Computer Aided Dispatch notes for our cooperators with data sharing agreements.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.

The Government has conducted research for a platform that could have the features and integration of tablet command. The data sharing ability with cooperators is the most important aspect. So many of our cooperators already use Tablet Command including San Bernardino County, Cal Fire SDU, Cal Fire RRU, Cal Fire BDU, San Diego County, Riverside County, Kern County, Imperial County, Los Angeles County, Redlands City, Highland City, Apple Valley City, Victorville City, and Palm Spring City. Since these cooperators are already using this platform, it is really easy to share locations, intelligence, and other data to maintain a common operating picture. There are many times on incidents that we are in unified command with 3 or 4 of these cooperators and the timely information sharing is critical. Tablet Command will remove several barriers to much of the information.

The Government was unable to locate a competitor with the ability to view interagency shared AVL (automatic vehicle locations or view shared interagency CAD (computer aided dispatch) incident data across jurisdictional boundaries. These two items are the most critical components that we need to carry out our mission.
