About this file

This Limited-Sources Justification document details a sole source contract award by the Department of the Interior (DOI) on behalf of the Department of Health and Human Services (HHS), specifically the Administration for Children and Families (ACF), Office of Child Care (OCC). The contract is awarded to ICF Incorporated under GSA Contract GS00F-010CA for technical assistance services, representing a logical follow-on to the incumbent task order 75ACF122F80020, with a performance period from 9/30/2025 to 9/29/2026.

The technical assistance services are designed to help grantees comply with health, safety, and quality standards established under the Child Care and Development Block Grant (CCDBG) Act of 2014. Services include universal, targeted, and individualized technical assistance across areas such as project management, health and safety licensing, early childhood education workforce support, strategies to increase access to high-quality child care, engaging parents and providers, and coordination and consultation. The justification emphasizes ICF's unique qualifications as the incumbent contractor, highlighting their specialized knowledge and system access that other vendors would require substantial time to replicate, making them the only source capable of meeting ACF's requirements at the required quality level.

LIMITED-SOURCES JUSTIFICATION

AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

GS00F010CA/140D0425F0740

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”

This is a Limited-Sources Justification for a sole source logical follow-on requirement, completed by The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of The Department of Health and Human Services (HHS), Administration for Children and families (ACF), Office of Child Care (OCC).

2. Nature and/or description of the action being approved.

ACF has requested a sole source award to ICF Incorporated under GSA Contract GS- 00F-010CA for technical assistance services. This action is a logical follow-on to the incumbent task order, 75ACF122F80020.

Vendor Information:

ICF Incorporated, L.L.C.

1902 Reston Metro Plaza Reston, VA 20190

A description of the services required to meet the agency’s needs (including the estimated value).

ACF requires uninterrupted, high-quality Technical Assistance (TA) services to help grantees comply with health, safety, and quality standards established under the Child Care and Development Block Grant (CCDBG) Act of 2014. TA services include universal, targeted, and individualized TA by intensity and duration. TA services are based on rigorous research, best practices, and innovative approaches to the following tasks:

• Project Management and Reporting

• Health, Safety and Licensing

• Support for the Early Childhood Education (ECE) Workforce

• Strategies to Build, Advance, and Increase Access to High-Quality Child Care

GS00F010CA/140D0425F0740

• Engaging Parents and Child Care Providers

• Coordination and Consultation

• Maintain incumbent’s specialized knowledge for continuity.

with a Period of Performance (PoP) of 9/30/2025 – 9/29/2026.

3. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(i)C – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

These services were previously procured under full and open competition on GSA Ebuy. The solicitation was sent to multiple qualified vendors on the MAS in accordance with the procedures at FAR 8.405-2(c)(3)(iii)(A), and one offer was received. ICF Incorporated was awarded the incumbent task order on August 22, 2022. ICF has provided exceptional service as documented in the CPARS ratings for this task order.

ICF Incorporated has special qualifications because it is the incumbent contractor with specialized knowledge and access gained from performing under the existing task order. This unique expertise allows ICF to provide continued and uninterrupted services critical to supporting the ACF mission. Other vendors lack this specialized knowledge and would require substantial startup time to reach the same level of understanding and system access necessary to perform high-quality services.

Therefore, ICF is considered the only source capable of meeting ACF’s requirements at the required quality level.

4. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Office determines that a sole source award to ICF will likely result in the best value to the Government. The Contracting Officer believes that the anticipated prices will be fair and reasonable based upon ICF’s intimate knowledge of the work, prices paid on the previous order, and currently published GSA price listings.

Pursuant to FAR 8.404(d) Pricing, “GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d).”
