About this file

This is a Limited-Sources Justification document for a sole-source logical follow-on task order under the Multiple Award Schedule (MAS) Program.

The Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate is justifying the award of a logical follow-on task order to Chevo Consulting, LLC to continue FireNet Enterprise Business Services. The incumbent contractor will provide professional services to plan, operate, secure, and enhance FireNet, a Microsoft 365/Azure-based interagency collaboration platform supporting federal, state, tribal, and local wildland fire operations. Services will be delivered across nine task areas: Management and Administration; Project Management Support; Customer Relationship Management and Helpdesk; Strategic Communications; Subject Matter Expert Support; Administrative Support; Web & Digital Platform Development; Security Architecture and Compliance; and Power Platform and Platform as a Service Enablement. The task order will include one 12-month base period, four 12-month option periods, and an optional six-month extension period, with optional line items for surge support funded on an as-needed basis. Pricing will be based on historical labor rates from the current task order with additional discounts requested per FAR 8.405-4. The original competitive task order (140D0422F0292) was awarded to Chevo on April 7, 2022, and expires April 6, 2026. The logical follow-on justification is based on economy and efficiency, successful past performance, seamless transition to avoid service disruption, continuity of cleared personnel with internal platform knowledge, and mitigation of performance risks associated with contractor transition. The task order will be issued under Chevo's GSA MAS Contract 47QTCA21D009U.

LIMITED-SOURCES JUSTIFICATION

AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

Solicitation #140D0426Q0036

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”

This document is a limited sources justification for the Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate (AQD), Division I, Branch I, on behalf of the DOI Office of Wildland Fire (OWF) as the DOI plans to contract by means other than full and open competition. This document sets forth the justification and approval to award a sole source logical follow-on Task Order for the continuation of FireNet Enterprise Business Services.

2. Nature and/or description of the action being approved.

The action being approved is the issuance of a logical follow-on Task Order (TO) pursuant to the procedures under Federal Acquisition Regulations (FAR) Part 8.405-6(a)(1)(i)(C), logical follow-on, to have the incumbent contractor, Chevo Consulting, LLC (Chevo), continue the services provided by the currently active FireNet Enterprise Business Services Task Order (140D0422F0292). The anticipated Task Order will be issued under Chevo Consulting, LLC’s General Services Administration (GSA) Multiple Award Schedules (MAS) Contract, 47QTCA21D009U.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The DOI OWF requires continued professional services to plan, operate, secure, and enhance FireNet, OWF’s Microsoft 365/Azure-based interagency collaboration environment supporting federal, state, tribal, and local wildland fire operations.

FireNet provides a secure, cloud-based collaboration platform enabling unified communications, records-compliant messaging, and information sharing across the Department of the Interior (DOI), United States Department of Agriculture (USDA) Forest Service, and non-federal partners. OWF maintains FireNet governance aligned to DOI policy while meeting interagency operational needs.

Prior task orders delivered project management, customer relationship management (CRM) and helpdesk, strategic communications, subject-matter expertise, and administrative support.

The DOI OWF requires a follow-on Task Order to provide professional services and technology advisory support to sustain daily operations and deliver enhancements, which were previously provided under DO Task Order 140D0422F0292. These services will be provided across nine (9) separately identifiable Task Areas, as listed below.

Solicitation #140D0426Q0036

• Task Area One (1) – Management and Administration

• Task Area Two (2) – Project Management Support

• Task Area Three (3) – Customer Relationship Management and Helpdesk

• Task Area Four (4) – Strategic Communications

• Task Area Five (5) – Subject Matter Expert (SME) Support

• Task Area Six (6) – Administrative Support

• Task Area Seven (7) – Web & Digital Platform Development

• Task Area Eight (8) – Security Architecture and Compliance

• Task Area Nine (9) – Power Platform and Platform as a Service (PaaS) Enablement

The anticipated period of performance for this logical follow-on TO includes one (1) twelve (12)-month Base Period and four (4) twelve (12)-month Option Periods. In addition, an optional extension period of up-to six (6)-months will be incorporated into the TO in accordance with the clause at FAR 52.217-8, Option to Extend Services. The Task Order will also include optional line items that can be unilaterally exercised by the Government throughout the base and each Option Period for additional surge support.

The total contract value includes not-to-exceed values associated with Labor Hour (LH) contract line items for optional surge support. These surge support items will be funded on an “as-needed” basis and will not require funding when an option period is initially exercised.

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(i)C – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

The DOI, Acquisition Services Directorate (AQD), on behalf of the OWF, awarded TO 140D0422F0292 (FireNet Enterprise Business Services) to Chevo on April 7, 2022, as a result of a competitive solicitation issued to four (4) BPA Contract Holders under the DOI multiple-award BPA effort to provide Information Technology and Advisory Support Services for the DOI Office of the Chief Information Officer (OCIO). All BPAs issued under this multiple-award effort were competed amongst vendors with a General Services Administration (GSA) Multiple Award Schedules (MAS)

Solicitation #140D0426Q0036

Contract under the Special Item Number (SIN) 54151S – IT Professional Services and 541611 – Professional Services. Chevo’s BPA (140D0421A0005) was established under its GSA MAS Contract #47QRAA18D007N. This Contract is no longer accepting new Orders because Chevo has established a new GSA MAS contract to include additional labor categories which Chevo was previously not capable of providing. Therefore, the government intends to award the logical follow-on Task Order to Chevo’s successor contract under SIN 54151S (47QTCA21D009U). The successor GSA MAS contract includes the scope of the initial GSA MAS contract and is associated with SIN 54151S.

The current FireNet Enterprise Business Services TO, 140D0422F0292, expires on April 6, 2026.

Chevo’s Information Technology and Advisory Support Services BPA, under which this TO was established, was terminated for the Government’s convenience on July 11, 2025.The current TO was determined essential and, therefore, approved for a continuation of services through its natural Order expiration date. The anticipated award of the new TO will be issued as a logical follow-on because the contractor is performing successfully under the current TO which includes the scope of the previous TO, with the addition of three (3) labor categories, and an identical period of performance.

This follow-on action is in the interest of economy and efficiency as it will serve as a continuation of work which began under the previous TO and there have not been any significant changes to the commercial marketplace for these services. In addition, the government will realize time efficiencies in the acquisition process to ensure continuation of this ongoing, essential effort. The government would not find additional benefits if it conducted a competitive procurement. Transitioning the work performed under the current Task Order to a new contractor through a competitive award process presents risks associated with unsuccessful performance including inadequate helpdesk response time and issue resolution, unsuccessful software implementation and maintenance, and potential IT security failures. Any unsuccessful performance under the new Task Order, even if temporary, would increase the likelihood of incidents or outages that directly disrupt national wildland fire coordination.

A continuation of services with the current contractor through this logical follow-on will allow for a seamless transition from the expiring Task Order to the new Task Order. Currently ongoing services and personnel can be maintained, ensuring that the government’s requirements are met on a continuous basis. Chevo already provides personnel with appropriate clearances and internal knowledge of the services required by the OWF to maintain the FireNet platform for the DOI.

Additionally, Chevo has demonstrated successful past performance under the existing TO. By issuing the anticipated TO as a logical follow-on through sole source procedures to Chevo, the government will avoid cost and performance risks associated with contract transition efforts and start-up time. Chevo will be able to seamlessly provide a continuation of services which have been satisfactory in fulfilling the Government’s requirements. Therefore, it is in the best interest of the Government to award this requirement as sole source, logical follow-on to Chevo.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Officer (CO) will determine whether the anticipated prices are reasonable through the use of and comparison to GSA MAS schedule pricing which has already been
