About this file

This document is a Justification and Approval for Other Than Full and Open Competition (JOFOC) for a contract to provide a total publishing solution, including composition, peer review, editing, PDF creation, online hosting, and XML tagging for the U.S. Fish and Wildlife Service's (USFWS) journals - the Journal of Fish and Wildlife Management (JFWM) and North American Fauna.

The USFWS seeks to award a firm-fixed-price sole source contract under the authority of FAR 13.501 to Knowledgeworks Global Ltd., the incumbent vendor who has provided these services since 2010. The JOFOC justifies the sole source award based on Knowledgeworks Global Ltd.'s unique qualifications, established relationship with the USFWS, and ability to provide a comprehensive publishing solution that is integrated with the agency's systems and requirements. The contract will be for one base year with four option years. The contracting officer has determined the anticipated price will be fair and reasonable based on prior acquisition history and market research. The USFWS will post a notice of intent to sole source this award, and any responsible sources capable of meeting the requirements may submit capability statements for consideration.

Text3: Since 2010, the USFWS Library has worked with a third party vendor to leverage its platform for manuscript submission, rigorous peer review, manuscript editing, and on line hosting and publishing of the agency's only scientific journal, the Journal of Fish and Wildlife Management. The JFWM has historically been published in 2 volumes annually - one in winter and one in spring with a focus on applied wildlife management topics. The FWS seeks a total publishing solution including composition, design, PDF creation, on-line hosting and XML tagging on two journals – Journal of Fish and Wildlife Management and North American Fauna. We have an established relationship with Knowledgeworks Global Limited (located at 301 Concourse Blvd, Glen Allen, VA 23059) as a part of a Directorate decision to create a scientific publishing program with contracted services from a vendor who can comply with all necessary components and IT security requirements.
Text4: Knowledgeworks Global Limited recently acquired Allen Press, the company with whom the USFWS Library has collaborated going back to 2010, has published all issues of the Journal of Fish and Wildlife Management (JFWM) and all on line issues of North American Fauna. This includes manuscript review and tracking, editing, URL hyperlinks to connect all final articles to their public-facing data sets (a requirement of the JFWM for over 20 years and as of 2022, required by the White House Office of Science and Technology Policy). The proprietary platforms owned by KGW Ltd. hold all manuscript submissions including versioning for editing and review prior to publication. All volunteer USFWS and federal reviewers utilize these platforms for decision making and sharing of manuscripts. While there are many other vendors who can provide publication software, this vendor is uniquely integrated with the USFWS Office of Science Applications and the editorial staff, and is familiar with the agency's requirements and holds all of its historic data.
Text5: A notice of intent to sole source this award to Knowledgeworks Global Ltd. will be posted via SAM.GOV, all responsible sources who can meet the requirements listed above may submit a capability statement, which shall be considered by the agency.
Text6: The contracting officer determines that the anticipated price/cost will be fair and reasonable based on prior acquisition history and market research.
Text7: The USFWS seeks a total publishing solution including composition, transparent peer-review, design, PDF creation, on-line hosting and XML tagging on two journals – Journal of Fish and Wildlife Management and North American Fauna (service type NAICS code 541). We have an established relationship with Knowledgeworks Global Ltd (located at 301 Concourse Blvd., Suite 210 Glen Allen, VA

23059 USA) dating back to 2010 which includes this vendor holding all historic data (manuscript submissions and required supplemental materials for each manuscript) going back to 2010. In previous years, the library has considered transitioning to other vendors, however the cost of migrating all content and data is cost prohibitive. We observed a partner conservation organization move from Knowledgeworks Global to a new vendor and it resulted in significant delays and migration costs.

Text8: In addition, migrating 14 years of content, data, and manuscripts that have been submitted in the queue for future publications would cost the government significant funding and would yield publication delays for calendar year 2024. We have additional funding available to support third party contractor migration/transfer of existing records (a significant undertaking), we will be able to solicit proposals for a total publishing solution from other vendors that can provide transparent, peer-reviewed total publishing solutions.
Text9: Knowledgeworks Global Ltd.
Text10: The USFWS Conservation Library seeks to maintain its on line peer reviewed publications focused on the practical application and integration of applied science to wildlife conservation and management—the Journal of Fish and Wildlife Management (JFWM; first published in 2010) and the North American Fauna monograph series (NAF; first published in 1889). The current vendor is the only vendor who has custom interfaces to link the products and services together to create the Author-to-Reader workflow via its manuscript submission and tracking system. Vendor offers customized account features and integration with the manuscript tracking system software from Allen Press. All USFWS employees contributing to the publication of FWS journals are familiar with system and interface for all systems, including – editors, authors, reviewers and administrators. The current vendor has maintained all files and records on line (and for the JFWM this includes supplemental materials such as data sets used for each published article) and to migrate this amount of content to a new vendor would cost the government tens of thousands of dollars on top of the cost of manuscript management and publication.
Text2: Approval is being requested for a new firm-ficed priced contract. This contract is for the online peer review and publication of the USFWS' Journal of Fish and Wildlife Management (JFWM), which has been published since 2010 by brand name Knowlegeworks Global Limited (previously known as Allen Press, Inc) for one year. To include the production of one electronically published issue of the Journal of Fish and Wildlife Management.
