About this file
This document is a single source justification for a federal contract opportunity. The Department of the Interior, Interior Business Center, Acquisition Services Directorate is seeking design services from Meadows Design Office to complete a book titled "A History of U.S. Presidential Memorials." The objective is to examine presidential commemorations from the early 19th century to present through architectural forms and burial sites. The period of performance is 12 months from an estimated July 1, 2023 start date with a cost of $57,200. Only Meadows Design Office is qualified to finish initial work begun under a prior expired contract due to familiarity with deliverables and the project to date. Any other vendor would require additional time and costs to get up to speed or provide alternative direction, negatively impacting the quality and investment in the book.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division I, Branch IV, supporting U.S. Commission of Fine Arts (CFA).
2. Description of supplies or services required to meet agency needs. The objective of this requirement is to create a comprehensive presentation of the commemoration of American presidents, from the early 19th century to the present. The book will examine the typologies and architectural forms used to convey the political, historic, and personal importance of past presidents, whether as burial sites, temple-like memorials, presidential libraries, or other commemorative forms such as landscapes. Because of its sweeping historic scope and long-term archival value, the publication will be a large-format hard-cover book of approximately 250 pages of the highest quality offset full-color printing on archival paper.
The period of performance is expected to be 12-Months from date of award, approximately July 1, 2023 through June 20, 2034. The estimated cost is expected to be $57,200.00.
3. Identification of the single source to be solicited.
Meadows Design Office Marc Meadows 3800 Yuma STREET, NW Washington, District Of Columbia 20016-2214 mdo@mdomedia.com 202-966-6007
4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.
□ Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
5. Rationale.
The requirement, a book titled ‘A History of U.S. Presidential Memorials,’ is a project US CFA has been working on for more than five years utilizing both contractor and mailto:mdo@mdomedia.com
(PR/SOL/CONTRACT #)__________________
government staff support. Contractor support for the book was originally provided under PO 140D0420P0080, awarded in August of 2020, to Meadows Design Office. However, due to delays related to the COVID pandemic, the PO expired on August of 2021 with the required work incomplete. CFA staff were unable to provide the material for the contractor to complete the work and as a result only the initial deliverables were received under PO 140D0420P0080 with only partial payment being made to the vendor.
CFA is now preparing the final materials for the book, with the intended publication date of January 2025. To complete the book, it is necessary to complete the unfinished work under PO 140D0420P0080. In order to ensure that the completion of the book is expeditious, coordinated, and cost-effective, only Meadows Design Office is capable of completing the work previously begun under PO 140D0420P0080. First, any other vendor would need additional time in order to review and get up to speed on the previously received initial deliverables under PO 140D0420P0080. This would slow progress on the requirement and result in additional cost to the government. Secondly, work has already begun utilizing the initial deliverables from PO 140D0420P0080 within the overall book project. Any other vendor would provide alternative artistic direction for the book, as well as topical research in areas such as historic images, themes, design, and typography, resulting in a mixed end-product. This could negatively effect the overall quality of the book to a significant degree. Additionally, restarting the book design process with another design contractor will mean losing the accumulated and documented investment and subject-matter familiarity invested by CFA to date.
6. Market Research.
Basic market research included input from customer, review of previous awards, analysis of commercially available sources. Meadows Design Service was identified as the only source capable of performing the requirement without undue effort/cost to the Government. This justification and approval will be posted publicly, and any responses received will be taken into consideration for future requirements. One small business, Meadows Design Office, was identified who is capable of fulfilling this requirement.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
