About this file
This document is a brand name justification for other than full and open competition for a federal contract opportunity with the Department of the Interior Bureau of Indian Affairs Central Office. The Bureau of Indian Affairs and Bureau of Indian Education have requirements to improve customer end user experience and security on Windows 10 systems, migrate from MacAfee to BitLocker encryption, build new Windows image baselines including a privileged access workstation image, explore AutoPilot and Intune capabilities through pilots, implement OneDrive for improved data backups and user experience, and assist migrating 2500 Bureau of Indian Education employee accounts and profiles to the Department of Interior Active Directory. To support these efforts, the agencies require Microsoft Unified Support, Microsoft Transformation Team, and Active Directory Synchronization Service. The justification cites that introducing a different support service would risk data loss and require costly engineering with multiple vendors to develop a new support portfolio. The requirement will be set aside for Indian Economic Enterprises and posted for solicitation.

PR/SOL/CONTRACT # TBD
Control # 22-0101.
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Brand Name Justification.”
Contracting Activity: This document is a brand name justification for other than full and open competition for the Department of the Interior, Bureau of Indian Affairs, Central Office, Office of Information Management Technology (OIMT).

Bureau of Indian Affairs (BIA) and Bureau of Indian Education (BIE) has a requirement for a project with two major workstreams. The goal is to improve customer end user experience (CX) and security on their Windows 10 endpoint systems, and provide BIE employees a better experience in accessing key DOI systems by shifting their accounts into the DOI AAD and AD.
These projects will focus on these areas:
1) Improve patching and compliance reporting
2) Migrate from the current MacAfee Volume Encryption to BitLocker
3) Build-out and test of up to three (3) new Windows image baselines for the BIA enterprise, including a Privileged Access Workstation (PAW) image for workstations used for cloud administration tasks
4) Explore through two 4-week pilots across a minimum of 4 BIA sites, the possibilities for use of
Autopilot and Intune in BIA. One – 4-week pilot for Intune and one – 4-week pilot for
Autopilot.
5) Implement OneDrive across a minimum of 4 BIA sites in one 4-week pilot, to explore and identify when and where use of OneDrive in the BIA production network could improve user data backups and the deployment experiences of BIA end users.
6) Assist BIE in migrating 2500 BIE employees from their current BIE Active Directory
(AD) accounts and profiles into DOI BIA’s AD, so those employees can securely and more simply reach key systems necessary for reporting and get support for their required administrative tasks. This will include a subscription to the Active Directory Migration
Service (ADMS) and Active Directory Synchronization Service (ADSS), to make the transition from BIE AD to BIA AD less disruptive and to assist with ongoing cross-tenant communications in M365.
To support these efforts as part of their End User Experience Improvement project, BIA has need for Microsoft Unified Support, Microsoft Transformation Team (MTT), and Active Directory
Synchronization Service (ADSS).
4. An Identification of the statutory authority permitting other than full and open competition.
FAR 13.106-1(b)(1)(ii)
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
IA currently uses Microsoft Premier Support for customer and end user security on their
Windows 10 endpoint systems. To introduce a different support would possibly cause a loss of data. IA would have to develop a new support service portfolio which includes training, configuration, integration of existing and new support will require engineering with multiple vendors, this is costly.
This requirement’s goal is to improve customer end user experience (CX) and security on their Windows 10 endpoint systems, and provide BIE employees a better experience in accessing key DOI systems by shifting their accounts into the DOI AAD and AD. These projects will focus on these areas:
a) Improve patching and compliance reporting
b) Migrate from the current MacAfee Volume Encryption to BitLocker
c) Build-out and test of up to three (3) new Windows image baselines for the BIA enterprise, including a Privileged Access Workstation (PAW) image for workstations used for cloud administration tasks
d) Explore through two 4-week pilots across a minimum of 4 BIA sites, the possibilities for use of
i. Autopilot and Intune in BIA. One – 4-week pilot for Intune and one – 4-week pilot for Autopilot.
e) Implement OneDrive across a minimum of 4 BIA sites in one 4-week pilot, to explore and identify when and where use of OneDrive in the BIA production network could improve user data backups and the deployment experiences of BIA end users.
f) Assist BIE in migrating 2500 BIE employees from their current BIE Active Directory
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
