JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted.
1. Identification of the agency and the contracting activity:
Bureau of Land Management, Anchorage State Office
2. Nature and/or description of the action being approved:
The Bureau of Land Management AKSO has a need for the following Trimble GNSS equipment: (3) new R980 GNSS Units and (30) new TDL 450B Radio Kits.
The 3 new R980 GNSS Units are needed to replace older equipment R12 units that have been shipped to other state offices; due to the unit’s conditions which made them no longer acceptable for our work environment. However, they still have in fair condition for other states to use in less extreme conditions.
The 30 new TDL 450B Radio Kits are to replace our inventory of TDL 450H units that have been discontinued by the manufacturer.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value):
Trimble GNSS equipment is essential for Cadastral surveys to be able to efficiently survey and patent land to the state of Alaska.
Total cost for the GNSS equipment is $182,344.50
4. An identification of the Statutory Authority permitting other than full and open competition:
41. U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
5. A demonstration that the proposed brand name possesses unique qualifications or the nature of the acquisition requires use of the authority cited:
These GNSS units will work with our existing inventory of GNSS equipment. No other vendor data collectors will work with existing Trimble equipment. This equipment is essential to accomplishing the BLM mission.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Federal Acquisition Regulation (FAR) Subpart 5.2, and, if not, which exception under 5.202 applies:
Solicitation notice will be posted.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable, and the basis for that determination:
Pricing is offered at commercial market cost.
8. A description of the market research conducted (FAR part 10) and the results or a statement of the reason market research was not conducted:
Market research confirmed no other vendor can provide compatible equipment to existing Trimble inventory.
9. Any other facts supporting the use of other than full and open competition FAR 6.303-2(a) (9)):
Only one responsible source and no other supplies or services will satisfy agency requirements.
10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition:
No other sources have expressed interest in this requirement.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
Cadastral Survey, Alaska has been utilizing Trimble GPS and its inventory of GNSS equipment is comprised of it. There is no immediate plan to change equipment inventory in the foreseeable future.
