About this file
This document is a Limited-Sources Justification for a new requirement to procure a Firm-Fixed Price (FFP) task order from InfoTech Research Group. The purpose is to gain access to InfoTech's extensive library of in-depth guides covering areas such as Zero Trust, artificial/business intelligence, compliance, privacy, IT, security, and data architecture. InfoTech is the sole source that meets these requirements, as they own the necessary software licenses with no authorized resellers. The proposed value for the base period is approximately , with a total estimated value including option periods up to . This is being awarded under InfoTech's GSA Multiple Award Schedule contract GS-35F-298GA. The justification cites the need for immediate access to the existing InfoTech solution to meet critical government milestones and deadlines, as well as the inability of other vendors to develop a similar library in time.

INTERIOR BUSINESS CENTER
Washington, DC 20240
LIMITED-SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
140D0424Q0449
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
This document is a Limited-Sources Justification for the Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 3, Branch 4, on behalf of Health and Human Services (HHS), Office of the Inspector General (OIG), Office of Management and Policy (OMP), Information Assurance Division (IAD).
2. Nature and/or description of the action being approved.
This is a limited source justification for a new requirement to procure a Firm-Fixed Price (FFP) task order from InfoTech Research Group to gain access to their extensive library of in-depth guides used to create, support, and build programs across the key areas such as Zero Trust, artificial/business intelligence, compliance, privacy and policies, Information Technology, management of key areas, security strategy, disaster recovery, and data Architecture.
Additionally, it is essential that the government have access to the subject matter experts (SMEs) who have been involved in the development, maintenance, and support of the associated library.
InfoTech Research Group is the only vendor that meets these requirements and is the owner of the required software licenses with no authorized resellers. The Government intends to award the new requirement under a single task order using InfoTech Research Groups General Services Administration (GSA) Multiple Award Schedule (GS-35F-298GA) in accordance with (IAW) the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i) B.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
This new requirement is a FFP task order with an anticipated Based Period of 12-months and up to three 12-month option periods. The proposed value as ascertained by the Independent Government Cost Estimate (IGE) is approximately for the base period. The total estimated value, which includes a base year, three option periods, and a six-month option to extend services (IAW FAR 52.217-8 Option to Extend Services), is

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
InfoTech Research Group is the only known source that provides a complete solution immediately upon award. While other vendors may have the ability to develop similar libraries, the delay in implementation for OIG, missing key Government milestones, budgetary constraints, and the potential additional overhead costs to create new libraries are too detrimental to HHS OIG’s mission to be considered. In addition, HHS OIG’ staff currently does not have the necessary time/hours available to work with vendors to develop a similar library by the date the date implementation is required. There are no other known schedules that have a solution that is already created for immediate use by the Government. InfoTech Research Group is the only company with a solution that can be utilized upon award. Utilizing the already developed InfoTech Research Group solution will allow for immediate access to the required documentation allowing the Government to focus on the required implementation rather than development of program maturation or initiation of new processes.
Due to the need of the OIG to implement various evolving requirements and deadlines in 2024/2025, there is not enough time for the OIG to work with a new vendor to develop the necessary capabilities, templates, and supporting documentation to meet the needs of various federal acts. Some of these acts include (1) E-Government Act of 2002, Title III Federal Information Security Management Act, amended 2014 as the Federal Information Security Modernization Act (2014); (2) Federal Information Technology Acquisition Reform Act (FITARA); (3) Modernizing Government Technology Act of 2017; (4) 21st Century Integrated Digital Experience Act (21st Century IDEA); (5) Foundations for Evidence-Based Policymaking Act 2018.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that the anticipated prices will be fair and reasonable based on the existing GSA Multiple Award Schedule (GS-35F-298GA) which describes the associated level of service and cost.
The Government anticipates awarding the task order based on the identified schedule. If there are no modifications to the level of service(s), the decision will be determined through an assessment
