JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted.

1. Identification of the agency and the contracting activity:

Bureau of Land Management - Alaska Fire Service

2. Nature and/or description of the action being approved:

Alaska Fire Service requests the following requirement be acquired using other than full and open competition in support of BLM. A Medical Director as required by state law to provide medical direction for all medical programs at the

Bureau of Land Management’s Alaska Fire Service (BLM-AFS). The term

Medical Director refers to the Alaska licensed physician who will have overall responsibility for the medical aspects of care provided by BLM-AFS emergency medical providers.

3. A description of the supplies or services required to meet the agency’s needs

(including the estimated value):

Medical Director, this work includes, but is not limited to, assistance and expertise with the development of a medical supervision plan, provider training and credentialing, assistance with protocol development and maintenance, continuing education activities, patient care report review, and online medical control. The Medical Director will ensure that all the medical programs at BLM-

AFS are aligned under unified medical direction. Maintaining this single system will minimize redundancy and facilitate standardization and quality across the entire organization.

BLM-AFS Medical Director also supports the State of Alaska Division of

Forestry (AK-DOF). BLM-AFS coordinates closely with DOF for medical training and protocols, medical kit standardization, and rostering and dispatching of medical resources to wildland fire incidents. To ensure continuity of operations for all medical support programs for Alaska wildland fire response, it is necessary to maintain the same Medical Director for BLM-AFS and for AK-DOF.

Historically this requirement was provided under a volunteer agreement and purchased on the government charge card.

Estimated annual cost $10,000 - $15,000

4. An identification of the Statutory Authority permitting other than full and open competition:

41. U.S.C. 253(c) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The BLM-AFS Medical Director also supports the State of Alaska Division of

Forestry (AK-DOF), and BLM-AFS coordinates closely with DOF for medical training and protocols, medical kit standardization, and rostering and dispatching of medical resources to wildland fire incidents. To ensure continuity of operations for all medical support programs for Alaska wildland fire response, it is necessary to maintain the same Medical Director for BLM-AFS and for AK-DOF.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Federal Acquisition Regulation (FAR) Subpart 5.2, and, if not, which exception under

5.202 applies:

A notice will be published for 10 days prior to the sole source award.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable, and the basis for that determination:

Fair and reasonable pricing will be determined by historical services provided on a government charge card and medical director services provided by other state BLM offices.

8. A description of the market research conducted (FAR part 10) and the results or a statement of the reason market research was not conducted:

Market research was conducted, and no mandatory sources of supply were found.

Because this is a split program with the State of Alaska we share resources, supplies, training, and protocols. No other source will satisfy agency needs at this time.

9. Any other facts supporting the use of other than full and open competition

FAR 6.303-2(a) (9)):

10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition:

none

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

While the medical program remains combined with AK-DOF. BLM-AFS will seek a sole source to maintain continuity in wildland fires critical emergency care environment.
