About this file

This document is a justification for other than full and open competition under FAR Part 13.5. The Bureau of Land Management, OR/WA State Office requires law enforcement support services to assist BLM Rangers in patrolling BLM lands within Linn County, Oregon. The estimated value of this contract is redacted. The Linn County Sheriff's Office is identified as the only responsible source able to provide law enforcement support with full arrest authority as provided by relevant Oregon statutes. As no other public or private entities possess this authority in Linn County, barriers to competition could not be removed. The anticipated pricing from the Linn County Sheriff's Office is deemed fair and reasonable based on their collective bargaining agreement. The related federal contract opportunity is for solicitation number 140L4324Q0008 for law enforcement support services in Linn County, Oregon, to be awarded non-competitively on a sole source basis to the incumbent Linn County Sheriff's Office.

Before they can be deputized, they would need to abide by the required training contained in Oregon Revised Statute (ORS)

133.235 and 133.310(1). This authority has not been granted in the past and Linn County Sheriffs are able to provide a deputy to perform these duties full time.
