About this file
This document provides a notice of intent to sole source award from the U.S. Fish and Wildlife Service Communications Branch to InnovoSea Marine Systems, Inc. The award is for a firm fixed price contract to purchase VR2AR-69khz acoustic receivers compatible with current USFWS equipment to maintain an existing telemetry network monitoring Lake Whitefish in Green Bay. The NAICS code for this requirement is 334290 for Other Communications Equipment Manufacturing and the PSC code is 5820 for Radio and Television Communication Equipment. Interested parties are able to submit a statement of capabilities before April 24, 2022 demonstrating how competition could be advantageous, however any associated costs would be the responsibility of the respondent. Statements should be submitted via email to carter_duke@fws.gov. The sole source justification is based on the need for equipment compatible with existing USFWS systems for an ongoing telemetry project.

| Agency Requirement: We are interested in purchasing 35 Innovasea VR2AR-69khz acoustic receivers. These acoustic receivers are necessary to fulfill our commitment to a Great Lakes Fish and Wildlife Restoration Act funded project to track Lake Whitefish in Green Bay. These receivers will be incorporated in the existing GLATOS (Great Lakes Acoustic Telemetry Observation System) array in Northern Lake Michigan. These receivers are identical to receivers deployed in the existing GLATOS array and will be compatible with existing infrastructure (tags and receivers). | |
| Circumstances: Innovasea is the sole developer, manufacturer, and supplier of the Vemco line of acoustic telemetry receivers, transmitters, receiver upgrades and receiver accessories and all associated software. Vemco coded transmitters and monitoring receivers use Innovasea owned proprietary technology and coding techniques. These are not based on an open standard. This technology provides vast numbers of unique tag IDs to allow for interoperability and compatibility of over 20,000 Vemco receivers deployed worldwide. These receivers are identical to and compatible with receivers deployed in the existing GLATOS array. | |
| Other Capable Sources: Innovasea is the sole developer, manufacturer, and supplier of the Vemco line of acoustic telemetry receivers, transmitters, receiver upgrades and receiver accessories and all associated software. Innovasea is the standard manufacturer of receivers utilized in the existing GLATOS network. | |
| Barriers: Market research was conducted and no alternatives were found to be compatible with the existing GLATOS infrastructure. | |
