1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

A current Task Order with David M Dornbusch and Company provides WASO Commercial Services

Program (CSP), Regional Commercial Services serving Interior Regions 6, 7 & 8, and Grand Teton

NP hospitality consultation for the Prospectus Development Support task order P2119F0079. That task order is currently working to revise the financial analysis and business opportunity.

This Sole Source Contract is needed to provide data for each of the deliverables associated with Task

Order P2119F0079 and associated Modifications.

This Contract includes a Scope of Services, including Task 1, to conduct follow-on analysis and complete the project with consideration to the timeline and deliverable schedule associated with this

Task Order and Task Order P2119F0079.

Anticipated Cost:

An additional $10,050.00 in costs are associated with this Contract, as detailed in the chart below.

There are no anticipated travel expenses associated with this Contract

Explain:

This sole source Contract supports the current Task Order/Modification for the Prospectus

Development Business Consultation Analysis and Services in conjunction with the development of a new prospectus for a concession contract for services offered within Grand Teton NP.

This analysis need arose out of the work previously conducted by Dornbusch and the Service and quickly turned into an urgent need to stay on the Prospectus project timeline.

Task 1 requirements are logical follow-on analyses and requires the use of work previously performed by Dornbusch under TO P2119F0079, which was competitively offered to all consultants under the WASO CSP IDIQ contract. This Contract relies and builds upon the existing deliverables and requires Dornbusch to deliver a new analysis report that will be incorporated into TO P2119F0079’s deliverables.

Dornbusch’s vast familiarity with the project and use of previous data and analyses is critical to the effectiveness and reliability of the intellectual property analysis and overall success of the

GRTE001 prospectus development support project.

The unique integration of required analysis from TO P2119F0079, and this new Contract is critical for the Service to maintain a comprehensive understanding of the financial implication to the concession contract and business opportunity for GRTE001. It is essential for Dornbusch to build upon years of previous research and analysis to ensure continuity and consistency of the overall prospectus development project.

The analysis from Task 1 is required to be incorporated into the final Franchise Fee Analysis and the Business Opportunity from TO: P2119F0079. A delay and added complexities from an open and competitive process could seriously compromise the projects integrity and continuity, much less impose critical timeline interruptions and possible additional costs.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

The GSA Advantages search resulted in 394 somewhat similar type of contractors and a Google search resulted in 58,000,000 results with similar services. The resulting Google search demonstrates that these hospitality intellectual property services are widely available to the private sector in the marketplace and not limited to the IDIQ contract held by NPS Commercial

Services. These types of services are widely available and used by non-governmental entities for non-governmental purposes.

NPS WASO CSP has two awardees under an IDIQ for hospitality business consultations services in conjunction with the development of a prospectus for concession contracts.
