About this file
This is a Justification for Other Than Full and Open Competition document submitted by the Department of the Interior, Bureau of Land Management Programs (Oregon/Washington) for a single-source procurement.
The BLM seeks to contract with Douglas County, Oregon (1036 SE Douglas RM 301, Roseburg, OR 97470) for law enforcement services on BLM-administered public lands within Douglas County. The contractor shall enforce civil and criminal laws of Douglas County and the State on public lands, waters, roads, and trails, with authority to make arrests, serve warrants, and issue citations within the BLM Roseburg District. The base contract runs for one year from October 1, 2026, through September 30, 2027, with four optional one-year renewal periods. The procurement is justified under FAR 12.201-1 (Simplified Procedures) and the Federal Land Policy and Management Act of 1976, Section 303(c)(1), which authorizes BLM to contract with local law enforcement agencies and reimburse them for assistance in enforcing federal laws and regulations on public lands.
Market research confirmed that Douglas County Sheriff's Office is the only responsible source capable of providing the required law enforcement services, as it possesses statutory authority and continuous local jurisdictional responsibility within Douglas County. Private security contractors lack sworn arrest authority under Oregon law, and other governmental entities do not provide continuous jurisdictional coverage for Douglas County lands. The Douglas County Sheriff's Office wage rates are negotiated with the county board of commissioners and align with industry standards. Previous contract actions with the county have been determined fair and reasonable. A notice will be posted to the Governmentwide point of entry (SAM.gov) as required by FAR Part 5, stating that all responsible sources may submit a quotation for consideration.
