About this file
This is a Statement of Work (SOW) for the procurement, fabrication, testing, and delivery of an Upstream Enclosure (USE) aluminum vacuum chamber to Thomas Jefferson National Accelerator Facility (TJNAF) in Newport News, Virginia. The USE is a welded vacuum chamber composed entirely of AL 6061 aluminum alloy designed to maintain a nominal vacuum of 1 x 10⁻³ Torr while supporting internal and external components, including the Toroidal Magnet 0 (TM0) and collimator elements. The primary deliverables consist of two assemblies: the TOP COVER ASSEMBLY (Revision A, Quantity 1) and the BASE PLATE FINAL MACHINING (Revision A, Quantity 1). The subcontractor must furnish all manufactured and commercial off-the-shelf (COTS) parts, perform assembly services including leak testing per specifications, and deliver complete assemblies with blank flanges and related hardware. TJNAF will provide O-rings and joining glue after receipt of order (ARO).
The subcontractor must deliver all assemblies within 26 weeks ARO or best delivery. Critical documentation deliverables include Quality Control System Manuals, Manufacturing Plans, NDE Procedures, Welding Procedures and Qualifications (within 4 weeks ARO), and Final & In-Process Cleaning Procedures, Traveler/Process Sheets, Procurement Plans, and Shipping Plans due at the Production Readiness Review. Inspections and testing requirements include leak tests (maximum rate of 1 x 10⁻⁷ atm·cm³/s), vacuum tests with pump-down results from 760 Torr to 10⁻⁴ Torr or lower, visual weld examination per PMAG0000-0001-S0005 Section 3.6, and dimensional inspection reports. Key milestones include a Kick-off Meeting within five weeks ARO, Production/Work Readiness Review no later than four weeks after kickoff, an in-progress hold point for leak test witnessing, and a Pre-Shipping Review. The Procurement Officer's Technical Representative is Joseph Lamont (jlamont@jlab.org, 602-370-3303 cell). All applicable documents referenced include ASME standards (Section VIII Division 1, B31.3), General Cleaning and Handling procedures (11141-S-0035 Rev A), MOLLER Bolt Torque Requirements (PMAG0000-0100-S0032), and Welding Specifications (PMAG0000-0001-S0005 Rev A). The subcontractor assumes all responsibilities for shipping costs, route planning, packaging, cleanliness procedures, nonconformance reporting, and monthly written updates to TJNAF.

2 Introduction
TJNAF requires an aluminum vacuum chamber (i.e., Upstream Enclosure or USE) for use in one of the experimental halls at the laboratory, see Figure 1.
The USE is welded vacuum chamber entirely composed of AL 6061 aluminum alloy. Its main function is to maintain a nominal - 1 x 10 -3
Torr vacuum while supporting internal and external components. It houses Toroidal Magnet 0 (TM0) and various collimator elements. The enclosure has two primary mating components – the Top Hat and Baseplate, sealed with an O-ring.
The Top Hat is a welded assembly resembling a rectangular box with external ribs. The primary sealing surface shall be machined after the components are welded together to nullify the warping effect due to welding, ensuring necessary compression of the O-ring between Top Hat and Baseplate. Two flange assemblies are installed on the Top Hat, one on each end. The Baseplate is an aluminum weldment structure featuring a 2” thick main plate and 1” thick external ribs. It features several cut-outs for feedthroughs, an O-ring groove, and various hole patterns.
The vendor may recommend improvements to the design, for economy or ease of fabrication, if the specifications mentioned in this document can be met. Such changes shall be reviewed and approved by
TJNAF prior to fabrication.

Shipment Review. At a minimum, inspection dimensions as shown on BE-USS-E-0086 shall be reported.
11.5 Notification
The manufacturing plan shall provide the dates for the inspections, testing and shipment. The Seller shall notify the TJNAF TR 10 working days prior to any tests performed.
12 Subcontractor Instructions
12.1 Cleanliness
Pressure wash internal and external surfaces to remove bulk debris if present. Warm/hot water with or without a detergent may be used if the chamber is excessively dirty, greasy, or oily. Citranox detergent is preferred, other alternatives that do not leave a residue are acceptable.
Wipe down internal surfaces of the chamber with a clean quality solvent and lint-free cloths or wipes.
Technical, purified, pure, or practical grade cloths are recommended. Isopropyl solvent is recommended, other alternatives that do not leave a residue are acceptable.
After cleaning, allow to dry. It is recommended to cover or seal components to maintain the internal cleanliness.
12.2 Nonconformances
Nonconformances resulting in a Repair or Use As-Is disposition must be communicated to TJNAF.
12.3 Reporting Requirements
The subcontractor shall provide monthly written updates to TJNAF; an email is sufficient.
13 Preparation for Delivery
The subcontractor shall assume all responsibilities, risks, labor and other costs for shipment of assemblies to TJNAF. The subcontractor shall arrange for shipment routes considering weight, clearance, permits, and statutes and where necessary, arrange for escorts and the timing of shipments.
13.1 Exterior Packaging
The delivered assemblies shall be sufficiently packed to protect the finish and mechanical integrity and to protect against contamination from dirt, water or other foreign material during shipping.
13.2 Individual Packaging
Loose parts shall be sufficiently packed to protect the finish and mechanical integrity and to protect against contamination from dirt, water or other foreign material during shipping. Parts may be removed from the finished assemblies in order to protect them during shipping – removal of parts is at the discretion of the subcontractor. All like-items shall be packaged together and clearly labeled.
