About this file

This is a Sole Source Procurement Notice from the Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Spokane Mining Research Division (SMRD), announcing the intent to award a firm-fixed-price purchase order to Bruker AXS LLC, located at 5464 East Cheryl Parkway, Madison, WI 53711-5373.

The Government seeks DIFFRAC.TOPAS software and associated services for quantifying multiphase mineral powders using Rietveld refinement and advanced profile-fitting algorithms. The contractor must provide the executable file, all required associated files, clear installation and usage instructions, XRD Application Training to end users at SMRD, and ensure software functionality. The NAICS code is 541511 (Custom Software Development). This procurement is authorized under FAR 6.103-1(b) and 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) for sole source acquisition. Text version

The Centers for Disease Control and Prevention (CDC), National Institute for Occupational

Safety and Health (NIOSH), Spokane Mining Research Division (SMRD), hereby announces its intent to award and issue a sole source order/contract, firm-fixed price purchase order to Bruker

AXS LLC, 5464 East Cheryl Parkway, Madison, WI, 53711-5373.

TOPAS software is essential for accurate quantification of multiphase mineral powders because it implements robust Rietveld refinement and advanced profile-fitting algorithms that model both the crystallographic and instrumental contributions to measured diffraction patterns, enabling deconvolution of overlapping peaks that are common in complex mineral assemblages. The contractor will provide the Spokane Mining Research Division (SMRD) with everything that is needed to install and use DIFFRAC.TOPAS. Specifically obtaining instrument parameters by way of the fundamental parameters approach and a satisfactory Rietveld refinement will be possible using the software for the end user at SMRD. The contractor will provide SMRD with the executable file, all required associated files, and clear instructions to install and use

DIFFRAC.TOPAS, will provide the SMRD with XRD Application Training, and ensure functionality of software.

This contract action is for a service which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1(b) and 10 U.S.C. 3204(a)(1) or 41 U.S.C.

3304(a)(1). The NAICS code for this acquisition is 541511 – Custom Software Development.

Interested vendors that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting

Specialist by September 11, 2026. The Contracting Specialist will not respond to verbal request.

All requests must be in writing.

This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
