About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a simplified acquisition under the Simplified Acquisition Threshold (SAT).

The Grand Cote National Wildlife Refuge seeks to procure a Tier 3 John Deere 6068HF diesel power unit to support agricultural water-management operations for approximately 500 acres of rice production. The Refuge operates multiple John Deere-based Rainbow Power Units that have been in service for nearly two decades, with staff possessing extensive expertise in maintaining and repairing this specific brand and configuration. Market research confirmed that although several vendors offer agricultural pump units, only John Deere suppliers can meet the Refuge's operational requirements; alternative brands lack compatibility with existing pump systems, OEM component access, or installation and long-term maintenance support capability. The sole source justification cites brand-name compatibility requirements with existing pump units, specialized technical support needs for John Deere-specific systems, and incompatibility of alternative brands, which would create inefficient maintenance and operational risk. Any contractor capable of supplying the John Deere 6068HF power unit with authorized OEM parts access, installation capability, and service proficiency may participate. The contracting officer will determine fair and reasonable pricing at time of award. The justification was certified by Program Officer Bradley Bordelon on July 22, 2026, and approved by Contracting Officer Lawrence Aragon on the same date under FAR Part 13 sole source acquisition procedures.

Text3: This procurement is open to any vendor able to provide the John Deere 6068HF power unit and perform authorized installation and service.
Text2: Market research included contacting multiple power‑unit suppliers throughout Louisiana to determine the availability of John Deere 6068HF Tier 3 diesel engines. This research confirmed that, although several vendors offer agricultural pump units, only sources able to provide John Deere equipment could meet the Refuge’s operational requirements, as other suppliers either offered incompatible brands, lacked access to OEM John Deere components, or were unable to support installation and long‑term maintenance. Because the Refuge’s existing pump systems are standardized on John Deere power units, maintaining this brand is essential to ensure compatibility, minimize downtime, and support efficient repairs using established local service resources
Text1: The Grand Cote National Wildlife Refuge requires the procurement of a Tier 3 John Deere 6068HF diesel power unit to support ongoing agricultural water‑management operations for approximately 500 acres of rice production. The Refuge currently operates multiple John Deere‑based Rainbow Power Units that have been in service for nearly two decades, and staff possess extensive expertise in maintaining and repairing this specific brand and configuration. The John Deere 6068HF unit is the only model fully compatible with the existing pump systems and components installed throughout the farming operation. Introducing alternative brands would create incompatibilities with existing equipment, increase downtime, require new inventories of non‑interchangeable parts, and generate unnecessary maintenance risk. Consistency of equipment is essential to operational continuity, field reliability, and rapid repairs during peak irrigation season
Text4: Competition is limited due to:

Brand‑name compatibility requirements with existing pump units.

Specialized technical support needs for John Deere‑specific pump systems.

Incompatibility of alternative brands, which would create inefficient maintenance and operational risk.

Given these constraints, only a brand‑specific procurement ensures functional compatibility, continuous operation, and maintainable system architecture.

Text6: The contracting officer will determine the price of this equipment to be fair and reasonable at time of award.

Text5: Any contractor capable of supplying the John Deere 6068HF power unit—with authorized access to OEM parts, installation capability, and service proficiency—may participate. The contractor must ensure:

Ability to source the genuine branded unit, Compliance with manufacturer specifications during installation, Availability of certified John Deere parts, and Demonstrated technical capability in maintaining John Deere‑based pump systems.
