About this file
This single source justification document requests the purchase of two Honda 150 HP outboard motors for use on survey boats operated by the Fish and Wildlife Service in Alaska. The justification cites using a consistent brand of engine across the survey fleet allows for interchangeable spare parts and simplifies maintenance and repair procedures for field technicians operating multiple vessels. Honda outboards are commonly used in the area and local repair services are familiar with the brand. Ordering uncommon spare parts could delay vessel operations and prevent the agency from conducting marine species studies for weeks. While other dealers may be capable of supplying the engines, the justification recommends fulfilling the requirement through a sole source procurement from any authorized Honda Marine dealer due to the operational needs of the program.

FWS Form 3-0034 (Rev. 10/2020) U.S. Fish and Wildlife Service
1. Description of Need
3. Other Capable Sources
2. Market Research Conducted
Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Contracting Officer
Text3: Any authorized Honda Marine Dealers are capable of providing the outboard motors.
Text2: After conducting an online search for the Honda Marine engines it is evident that there are plenty of small business that can provide ship the products to Anchorage Alaska.
Text1: The Fish and Wildlife Service needs to purchase two Honda 150 HP (BF150 A2X; one (1) regular rotation, one (1) counter-rotations; motors are paired on a single 25-ft vessel) outboard motors. We have four survey boats currently powered by Honda Marines 150s. We are specifically requesting Honda brand because (1) using the same brand of engine (6 engines currently rigged on the survey fleet) allows spare parts to be swapped between engines and minimizes the number of unique oil filters, fuel filters, fuel strainers, service manuals, etc.
Consistent brand and models will make it easier for field technicians to learn how to do daily maintenance and oil checks, regardless of which boat they are operating during a given day. Honda outboards are used all over Prince William Sound, and local maintenance people are very familiar with the engines and have parts on hand to repair them. Ordering parts for less common engines could take weeks, preventing us from conducting our marine bird and mammal studies.
Text4: We do not intend to purchase additional outboard engines in the near future; however, in 5-10 years when we will likely need to replace engines and boats we will gladly consider other brands.
Text6: The Contracting Officer will determine at the time of award that the offered price is fair and reasonable.
