About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations Acquisitions Operations division for a purchase under the Simplified Acquisition Threshold (SAT).
The justification concerns the acquisition of Avid Media Composer software for video editing purposes. The U.S. Fish and Wildlife Service requires this software to support national-level projects, including the 250th celebration film and other notable projects, with a perpetual license to enable continued video editing capabilities for future national-level projects. The organization has used this software for 30 years with existing Avid projects in progress. The sole source is AVID Technology, Inc., identified as the only manufacturer capable of providing technical assistance and support for the existing Avid equipment and the sole owner of the proprietary software and hardware used within the organization's Avid video editing systems. No market research was performed due to AVID Technology, Inc. being uniquely qualified as the exclusive manufacturer and technical support provider for the existing equipment. The barriers to competition and other capable sources sections confirm that AVID Technology, Inc. remains the only viable contractor for this requirement. The justification was recommended by Program/Project Officer Douglas Canfield (digitally signed January 28, 2026) and approved by Contracting Officer John Skogen (digitally signed February 25, 2026) under FAR Part 13 sole source acquisition procedures.
