About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).
The acquisition is for specialized acoustic telemetry equipment and analysis support services needed to study Bull Trout movement and entrainment in Rimrock Reservoir, which will inform operations at Tieton Dam and fish passage planning in the Yakima River Basin. The sole source is Innovasea, an industry leader in acoustic telemetry equipment, analysis, and freshwater research support. Market research conducted through internet searches, scientific publications, and inquiries to other offices failed to identify any competing companies capable of providing the requested specialized equipment for freshwater applications. No other capable sources were found with capacity to provide the needed equipment in freshwater environments. The equipment is specialized, and the Fish and Wildlife Service office has successfully used Innovasea's equipment in previous Yakima Basin studies. Lack of competition prevented fair price comparison, though the quoted price is generally within industry range based on internet searches. The justification was recommended by Program/Project Officer Craig Haskell on July 6, 2026, and approved by Contracting Officer John Skogen on July 22, 2026, authorizing sole source acquisition procedures under FAR Part 13.

Contracting Officer
| Text3: Have failed to find any other business that have capacity to provide the needed equipment in freshwater environments. | |
| Text2: Market research conducted currently and in the past years have been unsuccessful in finding lcompanies specializing in the requested equipment for freshwater appllications. Research for capable sources is nearly continuous by way of internet searches, reading of scientific publications, and inquires to other offices throughout the year when analysis and research topics are addressed. | |
| Text1: Understanding the movement and entrainment of Bull Trout in Rimrock Reservoir will help inform operation of Tieton Dam and help with ongoing fish passage planning in the Yakima River Basin. Bull Trout are entrained past Tieton Dam, especially as Rimrock Reservoir is drawn down below 30 KAF. However, the timing, mechanisms, and survival of entrainment is unknown. Using ongoing trap and haul activities at Clear Creek Dam, we can collect and tag three distinct populations of Bull Trout (Indian Creek, South Fork Tieton River, North Fork Tieton River) and understand operations differential population effects should they exist. Although we currently PIT tag these fish and monitor their movements at Clear Creek Dam and within spawning tributaries, movements within Rimrock Reservoir are unknown. Therefore, there is a need to track the movements of fish within Rimrock Reservoir using acoustic telemetry. | |
| Text4: The equipment is specialized and our office has successfully used equipment from Innovasea to conduct previous studies in the Yakima Basin. | |
| Text6: Lack of competition did not allow us a fair comparison of these prices to others. They are generally within the industry range based on Internet searches, however our needs (acoustic releases for receivers, tags with long tag life) are somewhat specialized. | |

Text5: Innovasea is an industry leader in acoustic telemetry equipment, analysis, and support for conducting studies in freshwater. Our office has previously used their equipment successfully to study the movement, behavior, entrainment and survival of Bull Trout in reservoirs.
