About this file

This document is a Single Source Justification (under the Simplified Acquisition Threshold) for procuring an additional electronic fee collection machine for the Rocky Mountain Arsenal National Wildlife Refuge.

The key details are: The refuge requires a solar-powered, cellular-connected fee machine similar to the existing model for consistency in maintenance, training, and user experience. A previous open competition was held for the first machine, but the agency now desires to sole source the additional machine to the incumbent vendor, VenTek International, to maintain a single source of customer service and technical support. Market research determined VenTek is the only responsible source that can meet the requirements. The estimated value of the purchase is slightly higher than the previous machine due to market conditions, but a single-source discount on services can be achieved. The agency intends to award a sole-source purchase order to VenTek International under simplified acquisition procedures, and is providing a 3-day response period for industry to identify any capable competitors.

Text3: Previous procurement of an electronic fee machine yielded other bids, but ultimately Ventek International was the company awarded the contract.
Text2: Rocky Mountain Arsenal installed a Ventek model M600 Automated Fee Machine Pay with a solar power configuration and cellular connectivity in 2022. This met all the necessary requirements for this particular refuge and in accord with Service and DOI policy.
Text1: Procuring and installing an additional electronic fee collection machine for Rocky Mountain Arsenal National Wildlife Refuge. No power or internet connectivity is available at the site, so it must have a solar option and operate via cellular tower. A similar model to the existing electronic fee collection station is desired for consistency across the refuge for maintenance, training, and user interface and experience. We also desire to maintain a single source of customer service and technical support.
Text4: Rocky Mountain Arsenal NWR sought open competition for the first fee collection machine in 2022. The desire to add a second machine with comparable interface, user experience, training, and maintenance requirements is outlined above.
Text6: We reached out to receive an updated quotation for the same model. Pricing and cost is slightly higher than what we previously paid for the first machine and can be explained by market volatilty/inflation/cost of goods increase since 2022. Additionally, a discount for providing customer service and technical support for two machines can be achieved with a single source supplier. Two different suppliers will yield higher cost for these services.
