About this file

This is a Single Source Justification (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service Northeast Region for approval to procure a YellowScan UAS-mounted LiDAR sensor through sole source acquisition procedures under the Simplified Acquisition Threshold (SAT).

The USFWS Northeast Region Divisions of Realty and Natural Resources & Conservation Planning require a YellowScan Navigator scanner product, distributed by Frontier Precision, to support accurate boundary delineations, ground condition surveys, forest and habitat monitoring, and salt marsh health monitoring and restoration. The sensor provides high-resolution elevation data and bathymetric LiDAR capabilities that significantly improve accuracy, efficiency, and safety compared to traditional ground-based survey methods, particularly in remote or environmentally sensitive areas. Market research involved analyzing multiple sensors and product options through internal discussions and consultation with other agencies engaged in similar activities. Three competing vendors were evaluated and rejected: Reigel exceeded the hardware budget and lacked a specific approved aircraft mount/bracket; Rock Robotic provided non-comparable data quality and non-NDAA-compliant hardware; and RESEPI/OUSTER failed to meet technical specifications with convoluted software and no approved aircraft mount/bracket. The YellowScan Navigator was selected based on adaptability, software suite, product support, price, accuracy, and weight following multiple meetings and product showcases conducted over several months. Frontier Precision, an employee-owned company with over 37 years of experience serving survey, mapping, engineering, construction, GIS, and UAS professionals throughout the western United States, was deemed the sole qualified source. The Contracting Officer certified that price is fair and reasonable based on market research.

Reigel - Exceeded hardware budget. No specific approved aircraft mount / bracket.

Rock Robotic - Quality of data not comparable as well as country of origin of hardware, and non-NDAA-compliant RESEPI / OUSTER - Did not meet technical specifications, software package convoluted. No specific approved aircraft mount / bracket.

Formal market research as defined in FAR (2.101) was not conducted as it did not apply to this particular purchase. However, a variety of sensors and product options were analyzed and discussed internally as well as with other agencies engaged in similar activities. A decision was made based on available budget, transferability of data, product support, software support, other agency feedback, quality of data, and overall recommendations by professional colleagues.

The U.S. Fish and Wildlife Service (USFWS) Northeast Region Divisions of Realty and Natural Resources & Conservation Planning request approval to purchase a YellowScan UAS-mounted LiDAR sensor to support accurate boundary delineations, ground condition surveys, forest and habitat monitoring, and salt marsh health monitoring and restoration. This advanced sensor provides high-resolution elevation data that significantly improves accuracy, efficiency, and safety compared to traditional ground-based survey methods, particularly in remote, unstable, or environmentally sensitive areas. Multiple meetings and product reviews / showcases were had through a multi-month process with each of the vendors for a UAS mounted LiDAR system. Ultimately, the YellowScan Navigator scanner product, as distributed by Frontier Precision, was selected due to its adaptability, software suite, product support, price, accuracy and weight.
