About this file

This document is a U.S. Fish and Wildlife Service Single Source Justification form for a sole source acquisition under the Simplified Acquisition Threshold (SAT). The procurement is for the installation of a cellular call-out system for security and building alarm systems, specifically requiring Siemens as the sole vendor. Siemens is the contracted vendor for these systems and is the only technician authorized to install and maintain the equipment due to the specialized nature of their security and alarm systems.

The form outlines that no market research was conducted because Siemens is the exclusive contracted vendor. The justification is signed by Susan Paradise (Program/Project Officer) and John Skogen (Contracting Officer), with digital signatures dated August 2025. The document demonstrates compliance with Federal Acquisition Regulation (FAR) subpart 13.106-1(b)(1)(i) and (ii), which allows single-source procurement when only one source is reasonably available, in this case due to the specialized nature of the security systems.
