About this file
This Limiting Source Justification document details a $27,191.00 purchase order by the U.S. Fish & Wildlife Service's National Conservation Training Center for two HP Z8 Fury G5 Workstations from Avid Technology, Inc. The workstations are specifically Avid-certified for video editing, configured with Avid-specific components to ensure compatibility with existing Avid Media Composer software and hardware. The justification emphasizes that Avid Technology is the only authorized seller providing these specialized workstations with a comprehensive 3-3-3 warranty (3 years of parts, labor, and onsite service), and the systems are required to replace outdated computers while maintaining the ability to edit 4K resolution video efficiently. Market research confirmed Avid Technology as the sole manufacturer capable of supplying the proprietary equipment needed to support the agency's mission-critical video editing work.

LIMITING SOURCE JUSTIFICATION
The following Justification and Approval is prepared in accordance with Federal Acquisition Regulation
(FAR) 8.405-6(b), Limiting Sources, Items peculiar to one source.
1. Contracting Activity: U.S. Fish and Wildlife Service, National Conservation Training Center (NCTC), Creative Resources Division, Shepherdstown, WV.
2. Description of Action: A purchase order of $27,191.00 for the procurement of Avid-certified HP workstations and services in order to maintain the working order of the current Avid Video editing systems with new computers.
3. Description of Services Required: We require the purchase of two HP Z8 Fury G5 Workstations and services as described in the attached Avid quote. These systems are required to replace the current outdated Avid certified HP computers. The new workstations will provide the ability to continue editing videos using the Avid editing suites at NCTC, leading to increased editing efficiency. These workstations also have the processing power needed to effectively edit 4K resolution video, which is the current industry standard. The HP Z8 computers will be configured with Avid specific components to ensure compatibility with the Avid video editing software, as well as existing hardware and storage used at NCTC, thus allowing the current editing system to be viable in supporting timely mission critical work.
The computers are Avid Certified, which have been tested and approved by Avid to run the Avid Media Composer software reliably and efficiently. Due to the high use of the Avid editing system onsite service of the systems is crucial to ensure that mission critical work continues to be completed in a timely manner.
The Avid Certified workstations purchased through AVID Technology, Inc come with a warranty that provides onsite service, labor and parts.
4. Statutory Authority: FAR 8.405-6(b)
5. Reason for Cited Authority: AVID Technology, Inc. is the only authorized seller or reseller that provides the equipment that is Avid Certified to support all Avid products, includes a 3-3-3 warranty (3 years of parts, labor and onsite service), as well as the latest components and does not require any modification.
B&H Photo sells a similar workstation but only includes a limited 3-year manufacturer warranty and requires installation of additional memory to match the memory in the quote from Avid Technology. This would increase cost in addition computing memory and service for installation.
6. Description of Efforts: A search was conducted for other Avid Certified Workstations sold by Authorized Resellers and the only other source found was B&H Photo as mentioned in Part 5 above. Only resellers authorized by Avid have committed to provide excellent pre-sale and post-sale customer service and to uphold Avid standards.
7. Fair and Reasonable Anticipated Cost: The Avid editing workstations, when combined with our existing Avid media storage system, becomes a proprietary system and can only be purchased from a limited number of vendors. This system cost is considered fair and reasonable.
