About this file
This document is a Single Source Justification for the U.S. Fish and Wildlife Service (USFWS) Whitney Genetics Lab to award a firm fixed-price contract to Illumina, Inc. to provide maintenance, repair, and technical support services for the lab's Illumina NextSeq genetic sequencer. The justification cites Illumina's proprietary rights over the equipment and inability for third-party providers to offer equivalent service and support, which would void the manufacturer's warranty. The anticipated contract is for a base year plus four option years. The total estimated value is considered fair and reasonable based on a previous award to Illumina. Interested parties have 10 calendar days to identify their capability to provide competitive services. The USFWS intends to make the award utilizing simplified acquisition procedures not exceeding $250,000.

Illumina does not distribute non-consumable parts or service to 3rd parties making it impossible for any other source to perform repairs and maintenance for continued support of this system. Companies offering service contracts on the NextSeq are intermediaries that schedule Illumina technicians to carry out the work. Service contracts set up in this way are not equivalent. They lack technical support and reagent replacement when issues arise during operation. The technical support element within the Illumina service contract is critical and used frequently for not only machine related issues but also library preparation support and guidance on product selection and application. To ensure all elements of technical support are provided by the service contract, we seek a name brand justification to source directly from Illumina Inc.
Illumina Inc, was contacted regarding the possibility of a third party source servicing their equipment and providing sequencing reagents. Any maintenance or service by a non-Illumina service engineer would void all existing service agreements and manufacture warranties. Also, no third party source is authorized to produce sequencing reagents for use in the Illumina NextSeq. There are a few companies offering service contracts on the NextSeq that are not Illumina. In these instances, the companies only act as an intermediary, negotiating between the client and Illumina. Service on the machine is still conducted by Illumina certified engineers, but service plan details are not equivalent, with longer response times, limited reagent replacement and limited technical support for sequencing run related issues. Therefore, a brand name justification is being sought to
The Whitney Genetics Laboratory processes hundreds of next-gen sequencing samples on its Illumina NextSeq genetic sequencer each year. Illumina sequencers are highly technical machines that must be calibrated, maintained, and readily available to conduct high throughput sample processing. A service contract is required to keep the Illumina NextSeq operational and calibrated each year to ensure the lab can continue to collect high quality data and provide partners with timely results. In the event of a system malfunction, immediate and reliable service, as well as providing technical and programming assistance, is required.
Due to the fact that Illumina has proprietary rights for their equipment they are the only option to provide maintenance for our lab equipment. Barriers to competition could not be overcome.
