About this file

This document is a single source justification for the purchase of five Oregon RFID ORMR Multiple Antenna Readers. The Green Bay Fish and Wildlife Conservation Office requires the antenna readers to expand its research on understanding climate resiliency, water temperature regimes, and movement patterns of priority fish species in the Lake Michigan watershed. The Oregon RFID system can connect multiple antennas across diverse tributaries, is easily portable, and is customizable to meet the Office's programmatic objectives. It is also the only system that can read tags currently deployed without data transformation, ensuring continuity of information critical to the Office's restoration planning efforts. As no other comparable product exists with the same range of capabilities, specifications, portability, data compatibility, and price point, this single source justification recommends procuring the additional antenna readers from Oregon RFID to most efficiently meet the needs of the program.

Text3: While other manufacturers, like Biomark Services or Innovasea, offer a product with similar capacity to detect PIT (passive integrated transponder) tags, there are no other manufacturers that can provide a product with the entire range of capabilities that the Oregon ORMR Multiple Antennae system can achieve. There are no substitutes that meet the need for flexibility, use on multiple systems over time with exceptional efficiency, with customizable features at a similar price point and with comparable quality. Since there are no substitutes or other known distributors making the specifications listed above, equipment from other manufacturers are an unacceptable alternative.
Text2: This specific make and model of multi-reader is only available through Oregon RFID and is necessary for us to meet our programmatic responsibilities and goals efficiently. The Oregon ORMR Multiple Antennae system can link together multiple antennas, allowing for a large scale coverage across the landscape to track fish movement. The Oregon ORMR is the only PIT tag reader on the market that can analyze the antenna by measuring the frequency response (Q) of the loop. Another unique feature is the antenna multiplexing circuit switches both wires of the selected channel and electrically shorts the unselected channels to prevent false detections, a unique and critical function for accurate data collection. Additionally, other comparable systems are stationary and can not be moved throughout a watershed. The ORMR system reads the tags we currently have deployed and does not require data transformation, a process that other manufacturers would need and can impact data continuity.
Text1: Requesting purchase of five Oregon RFID ORMR Multiple Antenna Readers for work related to understanding climate resiliency, water temperature regimes, and movement patterns of priority fish species to support decision-making for restoration planning in the Lake Michigan watershed. The Oregon RFID multi-readers are essential to best meet our programmatic objectives for restoration planning. We currently have a set of these antennae already deployed and tracking fish. Purchasing more antennae from this manufacturer will allow us to expand our research and guarantee continuity of our data.
Text4: Research into this Oregon ORMR Multiple Antennae RFID system and potentially comparable equipment has been completed. There is no other comparable multi-reader equipment on the market that offer the range of operations, including ability to connect multiple antennas across the landscape, ability to move antennas during a project (portability), capacity to read the tags currently in use without data transformation or loss of data continuity, capability to prevent false tag detections, and ability to measure the frequency response loop. The Oregon ORMR antennae system is a unique product with no comparable product offered by other manufacturers. GBFWCO already uses Oregon ORMR antennas, continued use of this equipment is critical for data continuity.
Text6: Oregon RFID is the only company that manufactures a product with the full range of unique specifications listed above, there are no comparable products from other manufacturers that can achieve the data collection capabilities of this system. There is no cost comparison as a comparable other option does not exist.

Text5: Oregon RFID is the sole manufacturer of one of the most customizable and usable fish monitoring equipment currently on the market. The Oregon RFID ORMR Multiple Antenna Readers are easily portable and customizable, which is essential to the success of our programmatic mission to better understand movement of priority fish species in diverse tributaries in the Lake Michigan Basin. Oregon RFID provides excellent customer service for trouble-shooting equipment setup and maintenance, and they offer training classes. Oregon RFID is a verified Authorize.Net merchant.
