About this file

This is a Limited Sources Justification for a Federal Supply Schedules (FSS) sole source acquisition under FAR Part 8. The Drug Enforcement Administration (DEA) is procuring 350 Avon C50 air purifying respirators (APRs) through delivery order D-26-OD-0012 with an estimated total amount not specified in the document. The delivery date is March 21, 2026, and this is identified as a recurring requirement. The procurement is classified as a sole source acquisition based on brand-name justification per FAR 8.405-6(b).

The justification for limiting the procurement to a single source centers on interoperability and operational requirements. DEA Special Response Team (SRT) personnel are conducting Whole of Government enforcement operations with federal agency partners including ICE, HSI, USSS, and DOJ, all of which currently utilize Avon brand APRs. Market research conducted with representatives from these agencies confirmed that only the Avon brand APR would ensure the highest availability of compatible filters and interoperability across federal agencies. The identified vendor holds an existing Blanket Purchase Agreement (BPA) with DEA for filters and has the necessary equipment available for immediate delivery, which is critical given the urgent and compelling operational need to ensure personnel safety. The contracting officer determined that utilizing an alternative brand would reduce consistency across federal agencies and impose significant costs on DEA to re-equip all SRT personnel. All required signatures from the customer (HQ/ODE), contract specialist (FAIS), and contracting officer (FAIS) were obtained on February 18-19, 2026.
