Brief description of supplies or services required and the intended use Deconfliction services for Northwest HIDTA law enforcement operations in order to ensure officer safety.

Unique characteristics that limit availability to only one source, and any justification that no other supplies or services can be used or that urgent and compelling circumstances exist – include all critical delivery or performance dates and impact to the government if dates are not met:

WSIN is one of six RISS centers and is an authorized provider of these services to state and local law enforcement agencies. WSIN is the only entity able to provide viable deconfliction services that support law enforcement operations in the western United States.

The network ensures that deconfliction of operations is accomplished in a timely, accurate manner. All operations are required to have deconflictions done for the safety of all DEA and local law enforcement officers.

Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:

Previous postings of LSJ failed to identify additional sources within the western states. WSIN is widely used by all federal, state and local law enforcement partners in the Pacific Northwest for intelligence sharing and deconfliction. WSIN is the only vendor that offers this service to western states. RISS has proprietary rights for RISSafe and RISSIntel software, which is required to perform the service.

B. An order for the supplies or services will not be placed unless the price is determined to be fair and reasonable; and C. If brand name specifications are used for the basis of this determination and the acquisition exceeds $25,000, this Limited Source
