About this file

This is a Limited Sources Documentation form required for a non-competitive federal acquisition between $10,000 and $250,000.

The Drug Enforcement Administration (DEA) is acquiring a CA-9000-CA Fuming Chamber measuring 72 inches wide by 94 inches high from Mystaire, estimated at $56,000 with a delivery date of June 1, 2026. The walk-in cyanoacrylate fuming chamber is used to develop latent friction ridge prints on evidence items at the DEA New England Laboratory. The equipment includes two MY-2818 carbon filters and two FE-2013 pre-filters, operates on 110V standard plug, and requires installation by the manufacturer's authorized representative to maintain warranty. The acquisition is justified as a limited source procurement because only Mystaire manufactures a chamber meeting DEA requirements. Competing units researched were significantly larger with no walk-in capacity. The Mystaire unit provides consistency with existing DEA laboratory equipment, eliminating the need for examiner training, and features aluminum and steel construction with an automatic locking safety glass viewing door and structurally reinforced epoxy resin flooring to accommodate heavy evidentiary items and carts. The unique characteristic limiting availability to one source is that no other large fuming chamber is flush to the floor, allowing ease of use for large items. The contracting officer certifies that only one source is reasonably available, the price will be determined fair and reasonable, and documentation will be posted on the Governmentwide Point of Entry in accordance with FAR requirements.

LIMITED SOURCES DOCUMENTATION (MAR 2021)

Required for Limited Source Acquisitions Over $10,000 but not Exceeding $250,000

Acquisitions that do not allow for competition to the maximum extent practicable must be documented in accordance with Federal Acquisition Regulations (FAR) 13.106-3(b) for open market purchase orders or FAR 8.405-6(b)(2) for Federal Supply Schedule (GSA) orders. Limited source documentation is required in the following circumstances: (1) when soliciting fewer than the minimum number of sources (at least three sources) required by FAR 13.104(b), 8.405-1(c), or 8.405-2(c)(2), whichever is applicable; and (2) when using brand name only specifications.

This template may be used for the documentation described in FAR 8.405-6(b)(2)(i) or 13.106-1(b)(1). The customer shall provide the following information:

Brief description of supplies or services required and the intended use:

CA-9000-CA Fuming Chamber, 72"wide X 94" high, Includes (2) MY-2818 carbon filter and

(2) FE-2013 pre-filter.110V (standard plug). The Walk-in cyanoacrylate fuming chamber is used to develop latent friction ridge prints on items of evidence. One walk-in CAE Chamber is needed at the DEA New England Laboratory for friction ridge evidence analyses. The manufacturer’s authorized representative must install the chamber at the laboratory to maintain warranty.

Unique characteristics that limit availability to only one source, and any justification that no other supplies or services can be used or that urgent and compelling circumstances exist – include all critical delivery or performance dates and impact to the government if dates are not met:

Consistent with the current equipment in the DEA laboratories. The Examiners will not need any in-depth training. The unit is made mostly of aluminum and steel for strength and integrity. The unit has automatic locking safety glass viewing door and the removable epoxy resin floor is structurally reinforced for heavier evidentiary items.

No other large fuming chamber was found to be flush to the floor allowing for ease of use for large items and carts. DEA has used Mystaire products within their laboratory system.

$56k

Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:

Market research indicated that Mystaire’s unit is the only brand of chamber able to meet DEA’s requirements. The other unit brands researched had very large chambers, with no walk-in capacity.

The Contracting Officer hereby certifies that:

A. Only one source is reasonably available;

B. An order for the supplies or services will not be placed unless the price is determined to be fair and reasonable; and C. If brand name specifications are used for the basis of this determination and the acquisition exceeds $25,000, this Limited Source
