About this file

This document is a Justification for Exception to Fair Opportunity for Requirements Exceeding the Simplified Acquisition Threshold. It outlines the rationale for a sole-source renewal of the Lumen Dark Fiber Optical Ring that supports five DEA sites in Northern Virginia. The total estimated value of the contract is $208,020.36 for the one-year period of performance from 09/01/2024 to 08/31/2025. The justification cites FAR 16.505(b)(2)(i)(B), as Lumen owns the unique dark fiber ring that is essential to DEA's requirements. The contracting officer has determined the anticipated cost will be fair and reasonable. There are no plans to remove barriers to competition for future acquisitions of these services.
